Mr. Speaker, the parliamentary secretary has already indicated that work is under way and ongoing.

Let me just correct the record with respect to the excise tax. The government has not increased the excise tax on diesel fuel. In fact, that tax was imposed in the first place and then increased by the previous Conservative government. It was four cents when we came into office and it is four cents today.

Mr. Speaker, the process was respected. The transport shipment complied with all of the requirements of the Atomic Energy Control Board, the transportation packaging of radioactive materials regulations, the International Civil Aviation Organization and the International Atomic Energy Agency.

Gasoline Prices February 24th, 2000

Mr. Speaker, with respect to OPEC, the OPEC ministers will be meeting within the next month or so. It is obviously their jurisdiction since Canada is not a member of OPEC. OPEC is very aware of Canada's views which do not support the actions which OPEC takes in the marketplace.

With respect to diesel fuels, it should be noted that most of the consumers of those fuels qualify for such as things as the GST tax credit. The impact of that tax credit has the effect of reducing the burden on consumers.

Mr. Speaker, first I am pleased to note that to date, higher prices for fuels in Canada have not contributed to higher inflation. Indeed inflation declined during the month of January.

With respect to the hon. gentleman's suggestion, at our last federal-provincial-territorial meeting of energy ministers we discussed the oil pricing issue. I have no doubt that item will be on the agenda for the next meeting as well.

In the meantime I will canvass my territorial and provincial counterparts to seek their views and to determine if they have any plans within their jurisdictions to act on the matter.

Mr. Speaker, I have had the opportunity to review the measures that were announced in the United States. They amount to macro measures that try to avoid the disruptions in the delivery of external fuel sources into the United States. I am happy to say that Canada does not suffer from that problem because we are a net exporter.

Mr. Speaker, just to set the record clear, the hon. gentleman should know that Canada is not a member of OPEC and we do not support that approach to the marketplace.

Mr. Speaker, if the hon. gentleman followed the policy announcements and the investment plans of the Government of Canada, he would know among other things that we have made very substantial investments in support of fuel cell technology which holds enormous promise for the future, with a burgeoning industry in British Columbia and across the country led by the Ballard corporation that the government is very strongly supporting.

We are also investing with the Iogen Corporation of Ottawa in alternative fuels such as ethanol which can reduce the CO2 emissions by up to 90%. Yes, indeed, we are pursuing the new innovations and the new fuels of the 21st century.

Canadian Wheat Board February 14th, 2000

Mr. Speaker, I have asked the Canadian Wheat Board to review this situation to make sure that all the rules between the wheat board and this particular employee with respect to his new employment are completely satisfied.

I am confident that the wheat board will make absolutely certain that all legal rules are complied with.

Natural Resources December 13th, 1999

Mr. Speaker, what I said was that the dispute about a boundary line offshore in eastern Canada is a matter for the provinces, first and foremost, to resolve.

If they are not able to resolve the matter, then there are provisions for the Government of Canada to resolve it through arbitration. I will receive by the end of this year a report from the facilitator who has been working on the potential terms of arbitration. If the provinces continue to be unable to resolve their own problem, then the Government of Canada will move forward with arbitration to solve it for them.
