Mr. Speaker, I wish to present two petitions. The first petition concerns child pornography.

The petitioners say that the creation and use of child pornography is condemned by the clear majority of Canadians and that the courts have not applied the current child pornography law in a way which makes it clear that such exploitation of children will always be met with swift punishment.

The petitioners are asking for parliamentarians to protect children.

Kyoto Protocol December 4th, 2002

Mr. Speaker, on Monday the MP for Edmonton Southeast showed Albertans his true colours. He is going to vote in favour of Kyoto, despite vowing previously to quit rather than support the accord.

Albertans have long memories and are not so easily duped by displays of debatable allegiances. One need only be reminded of the 1993 election results and the stand taken by Alberta Tory MPs who threatened to quit over the GST. Of course jumping ship and joining the Liberals is another strategy of a political shape changer.

Actions speak louder than words. This action, voting in favour of Kyoto, an accord which will cripple the economy and put Albertans and other Canadians out of work, is sheer economic suicide.

Now we learn that the only other Alberta Liberal MP will also vote in favour of the Kyoto accord.

Betraying one's constituency to hold on to a cabinet position shows where Liberal loyalties lie.

Mr. Speaker, I want the minister to tell me how this connection looks. The minister's smug response just shows how out of touch he usually is. The Contracts Canada website shows that Bombardier has received $540 million worth of contracts from his government. Of these contracts, $276 million worth were non-competitive. That is over half.

When will the government stop this closed tendering process?

Mr. Speaker, the cozy relationship between Bombardier and the government continues. Bombardier has just received another untendered contract for flight training, this time for $105 million.

Despite the Auditor General's warnings, the government continues its love affair with unannounced and untendered contracts. The secretive and closed approach is even more suspicious considering last year Bombardier gave the Liberal Party of Canada $142,503.80.

When will the government stop rewarding its friends and--

Canada Elections Act November 29th, 2002

Mr. Speaker, the government floated a trial balloon yesterday proposing a ban on corporate and union donations to political parties. It would replace this money with government subsidies.

The Liberals have cancelled three fundraisers in the last six months. The Prime Minister's clinging to power has diverted resources away from the party coffers and made the public trough look attractive.

Why is the government designing public policy around its party's financial needs?

Mr. Speaker, the government House leader is upset by the amendment because it takes into account the wording of the former finance minister, one of his own colleagues. He is upset because it exposes a cleavage within the Liberal Party on this matter over the leadership contest. That is the real source of his problem and angst on this--

Mr. Speaker, it gets worse. The Liberal record of neglect and mismanagement continues.

In the Kosovo air campaign, Canada contributed 18 CF-18s and flew a total of 678 combat sorties.

Today Canada would only be able to send two war planes and our army could not even last six months. Canada used to be a force, now it is simply a farce.

How can the government pretend that things are improving when three years ago we sent 18 planes and now we are down to only two?

Mr. Speaker, the United States is requesting our JTF2 forces be sent over to Iraq, as they were in Afghanistan.

The government announced last year it would double JTF2. Unfortunately, even the department admits this is just another unfulfilled promise.

A potential conflict in Iraq is looming large and the government is clearly unprepared to handle it.

Why has the government failed to complete the expansion of Canada's top counterterrorism force?
