Cannabis Act November 9th, 2017

Madam Speaker, I am glad to have a chance to speak to Bill C-45 regarding the legalization of cannabis across Canada. I would like to recognize the work of my colleague, the member for Sarnia—Lambton, and thank her for her tireless efforts in ensuring all aspects of this matter are considered before the legislation moves forward.

There are many areas of concern surrounding the bill, mainly in the areas of how the legalization of cannabis will affect the general health of population and issues surrounding youth. I have some deep-rooted concerns about what the legalization of cannabis could do to Canada's youth. I will discuss these concerns in my remarks.

It is necessary to point out just how rushed this legislation is. The government has set an arbitrary date of July 1, 2018, for the legalization of cannabis. This means that by that date, all provinces and territories, including the municipalities and the police forces within these regions, will need to have implemented legislation that allows members of the public to access recreational marijuana. This is a huge ask.

There needs to be time for the appropriate authorities to figure out just how they will handle this new endeavour. It is a serious matter, and should absolutely not be rushed. I worry that the Liberals are more focused on keeping a campaign promise than they are about the health and safety of our communities. Indeed, this is one promise we wish they would not keep, given the wide-ranging implications it could have on society. The legislation needs to be picked apart with a fine-toothed comb to ensure that every aspect of it is considered by the provinces and territories, which will have the responsibility to implement it. Less than one year from now is not enough time, and the government needs to realize that.

In my previous life, before becoming a member of Parliament, I was a chiropractor in my hometown of Estevan. Having a medical background allows me to see the bill through that lens and gives me a unique perspective on just how the legalization of cannabis could affect the general health of our country. I have also been very involved with sport in both a medical capacity and as a coach for youth. I will draw upon those experiences when discussing the use of recreational cannabis.

As most of the members of the House likely know, Bill C-45 recommends the age of 18 as a federal minimum for access to recreational cannabis. While the provinces will be given the power to set a higher age, the federal legislation puts it at 18. This creates an issue from a medical perspective. Given what we should all know and given what health care professionals have testified before committee, the brain continues to develop until the age of 25. In fact, the use of cannabis before the age of 25 increases one's risk of developing mental disorders, such as schizophrenia, depression, and anxiety by up to 30% compared to those who have not used cannabis under the age of 25.

This is a very significant number and should not be ignored. For this reason, the Canadian Medical Association, CMA, recommends raising the age at which a person can consume cannabis to at least 21. This reflects the assumption that if the age is raised too high, illegal consumption of cannabis will continue.

I need to reiterate the fact that the CMA is bending when it says that the minimum age for cannabis consumption should be 21. All scientific evidence to this point states that there are significantly increased risks with the use of cannabis under the age of 25. It is simply irresponsible for the government to set the minimum age at 18, let alone at 21.

That also leads me to this question. What is the government's motivation? It says that it is a party of scientists and constantly remind us of just how important science is. However, on this issue, the government chooses to ignore the facts. It is clear and utter hypocrisy. The science is clear on this health issue.

Could this be because the Liberals are trying to appeal to a younger demographic of voters in hopes they will win the next election? Is it appropriate for them to ignore the health and safety of young Canadians so they can rush through legislation that will make them appealing to young voters?

Furthermore, if it comes out 10 years from now that the effects of cannabis use are much more damaging than was initially thought, as it was with tobacco, will the government be responsible for that? Given that there is not a plethora of medical-based research on the long-term effects of cannabis use and given how rushed this legislation is, will these Liberals take accountability for the results of legalizing recreational cannabis use? I think not. I do not want to be the person who said, “I told you so”, but I will. The Liberals need to do their job to ensure the health and safety of all Canadians, and the bill simply does not do that.

Another issue I have with this bill, and that many others have expressed to me, has to do with the marketing and, more specifically, the packaging. All Canadians know that in recent years there has been a serious crackdown on how tobacco is marketed. We have all seen the grisly warnings on cigarette packaging. I am sure that many of us are familiar with the idea of plain packaging and other measures that serve to deter people from tobacco use. We know the consequences of smoking tobacco, such as breathing problems, emphysema, and lung cancer, but 50 years ago we did not. When the same happens in regard to cannabis, who will pay that bill? It will be the taxpayer once again, whom the Liberals have no problem deferring their expenses to.

Bill C-45 has absolutely zero provisions on how cannabis can be marketed. While tobacco products need to be covered in warnings and hidden from view behind store counters, cannabis will be allowed to have bright, flashy packaging, with no limitations on how it can be marketed. To me, this is a clear double standard. Both products are harmful to one's health, so why is one regulated and the other not? It is yet another major oversight that this bill does not deal with.

Of course, there is also the matter of public safety in general and how the legalization of cannabis could have serious negative impacts on the well-being of Canadians. Drug-impaired driving is simply not addressed at all in Bill C-45. A recent study by the Canadian Centre on Substance Abuse and Addiction put the costs of impaired driving from cannabis at $1 billion. If we look at our neighbours in the U.S. who have legalized recreational cannabis, we see that there has been a dramatic increase in fatal car accidents involving the use of cannabis, not to mention the fact there is currently no instrument that can accurately measure a person's level of impairment roadside.

We cannot forget about the impact this legislation will have on our businesses, manufacturers, and employers. There are too many questions and no answers with respect to liability and workplace safety. This will affect on-the-job employee performance. Again, how do we test for this? The increased cost to employers to account for this in policy, procedure, and implementation will further add to the increased economic burden they are already experiencing under the current government.

The legal technicalities and challenges will be astronomical, not to mention the costs of training a police officer, which will be charged to municipal governments, as well as provincial and federal police agencies.

It is absolutely irresponsible to move forward with legislation that is clearly missing some major provisions that would keep our country and Canadians safe. There needs to be some sort of public education program before the legislation can be put in place so that Canadians, especially our youth, can understand the risks associated with partaking in recreational cannabis. One month, two months, three months, even nine months, assuming education starts today, will not be enough. It astounds me that this was not considered by the federal government when drafting this legislation.

As with other matters, such as the framework for palliative care, I would not be surprised to hear that the government is hefting the responsibility over to the provinces and territories, rather than taking on this task itself. It needs to put on its grown-up pants and take on the responsibility to look at all aspects of this legislation instead of focusing on what makes it look cool.

In conclusion, we on this side of the House oppose the legalization of recreational cannabis based on evidence and testimony from professionals, such as doctors, lawyers, scientists, law enforcement officials, and many others. We will do everything possible to ensure that cannabis does not end up in the hands of children, something this bill would actually allow.

Unlike the Prime Minister, we will listen to the experts on this matter who say the bill is flawed. I call on the government to stand up and do what is in the best interests of Canadians, and not what is in the best interests of the government in achieving its political goals. This issue is more than about politics; it is the health, safety, and well-being of our country that is on the line here.

Battle of Passchendaele November 9th, 2017

Mr. Speaker, tomorrow we will recognize the 100th anniversary of the Battle of Passchendaele, a defining battle in Canadian war history.

The Battle of Passchendaele is remembered as one of the worst horrors of the First World War. The conditions for our soldiers were deplorable, with mud, water, and blast craters turning the battlefield into a literal quagmire.

Sergeant Charles Pinkney, Private William Doyle, Private William Hodgson, and Private Henry Siddall from my home town were among the 15,600 Canadians who lost their lives in that battle. Sergeant George Mullin from Moosomin, Saskatchewan of the PPCLI was awarded the Victoria Cross for bravery in saving many lives.

This Saturday, I encourage all Canadians to attend the Remembrance Day ceremony in their community to pay tribute to the brave men and women who have made the ultimate sacrifice so we may enjoy a life of peace and prosperity in Canada today.

Their country needed them. They answered the call. We shall not forget.

Budget Implementation Act, 2017, No. 2 November 7th, 2017

Mr. Speaker, I did have a quick chance to think about the member's question.

First, I am not in government. The member is in government.

Second, when we talk about what we can do, it gives me the opportunity to talk about what is happening in my riding. In my home town of Estevan, we have the only working carbon capture coal-fired power plant in the world. Basically, it is equivalent to taking over 2.5 million vehicles off the road by what it is doing. It is capturing 98% of the carbon through emissions. It is capturing 100% of the sulphur, which is being reused. It is taking those carbon emissions and pumping them down into the ground, which is also helping oil enhancement. It is making it easier for our oil industry to access the oil at a cheaper cost, which makes us more competitive.

Therefore, yes, we are stepping forward on the aspect of carbon capture, and we are very proud of that.

Budget Implementation Act, 2017, No. 2 November 7th, 2017

Mr. Speaker, I have had a number of conversations with my hon. colleague over the last two years, which I appreciate. I have always found her very open in her conversation.

To answer her question, the Liberals cannot on the one hand take credit for the economy and jobs and on the other hand go after small businesses, farmers, and workers and tell them they are tax cheats. They cannot have it both ways. They either work one way or the other. If they are going to take credit for it, then they need to take credit for the fact that they are going to try to close all these loopholes they are accusing small businesses of having, and that is going to hurt my economy.

The economy in Estevan in my riding has lost many jobs because of the downturn in the oil industry, and it has not recovered. Those people are not back to work. They are still suffering. Back five years ago, my home town had a vacancy rate of 0.1%. Today it is 30%-plus. People are leaving rural Saskatchewan. The jobs in this infrastructure suggestion will not put any work into my riding.

Budget Implementation Act, 2017, No. 2 November 7th, 2017

Mr. Speaker, I am pleased to have a chance today to discuss the latest iteration of the Liberals' budget implementation legislation, Bill C-63.

When the Liberals were running their election campaign back in 2015, they made a number of promises to Canadians. One of those promises was that they would incur a small deficit of less than $10 billion. During that same time, they also promised they would balance the budget by 2019. We now know that neither of these things are true, and that every time the Prime Minister gives with one hand, he takes more with the other.

As the Liberals like to make up words and change their meaning, I have made up a word for this action. It is “dispocketnesia”, which means using one hand to take from one pocket to the other and forgetting about it.

When the Minister of Finance tabled the government's fall economic statement just a couple of weeks ago, he confirmed the Liberals were borrowing $20 billion this year to pay for their out-of-control spending; that is $20 billion this year alone. That means the current deficit is more than double what the Liberals initially promised. This also means, as confirmed by the government, that the budget will never be balanced under the Prime Minister.

Of course, with reckless spending comes the need to increase taxes, which is in part what Bill C-63 would do. Since the Prime Minister is adding debt at twice the rate he promised and since his government projects that debt will grow every year into the future, someone needs to foot the bill. Unfortunately for my constituents and for all Canadians, it is the taxpayer who will bear the burden of the government's irresponsible spending.

I say all this because the Liberal track record of the broken promise after broken promise has fostered an environment of distrust and skepticism among the residents of my riding, and certainly across the country.

The Liberals constantly say that they are helping the middle class and those who wish to join it, yet over 80% of middle-class Canadians are now paying more taxes than they did before the Prime Minister took office. Bill C-63 would not help these people, but rather would push our country further and further into debt.

The 80% figure I just quoted does not even include a measure that will drastically affect my constituents in a multitude of ways. That measure is a carbon tax, or do the Liberals hope Canadians have forgotten about that, because that is 54 days away?

The good people in my riding just simply cannot afford another tax, certainly not one that will affect so many aspects of their lives. They will now need to pay more to heat their homes, to drive their cars, run their tractors and combines, get to work or see their doctor, and operate their businesses. What do these people get from their government in return?

I would like to say my riding is currently booming with government-funded infrastructure projects that it sorely needs, but that would be a lie. I would like to tell my constituents that in return for the increase in their household bills due to a carbon tax, they would have a government that cares about western Canada, but I definitely cannot say that under the Liberals.

I would very much like to tell the small business owners in my riding that the government will start making life easier for them by not changing the tax rules to the point they are unsure if their businesses will even be viable in the future. Alas, I cannot do any of these things. The government lacks the credibility, as shown by their dismal track record, and Canadians expect better.

One of the major measures contained in Bill C-63 that I would like to touch on is the Asian Infrastructure Investment Bank and the effect this investment will have on Canadians. The Liberals are investing $500 million, half a billion dollars, to be a part of an investment bank in another country. We would think that an investment of that size would be overwhelmingly beneficial to the Canadian public, especially given the fact that the federal government is not exactly swimming in dollars at the moment.

Unfortunately, there will be very little direct benefit to Canadians as a result of this investment, and those who do benefit are the wealthy 1% who are the only ones who can afford to consider bidding on contracts through the infrastructure investment bank. We do not know how our investment will be used. We do not know what it will be used on or whether it will be to fund a pipeline. No, not a pipeline in Canada, despite the fact energy east was cancelled, but rather a pipeline in Asia. Instead of making it competitive for Canadian companies to see their oil, this makes it easier for foreign countries to compete against us.

How can the Liberals claim to be helping and representing the middle class when they are investing in measures such as the Asian Infrastructure Investment Bank rather than using even a portion of that money to helping Canadians at home? The Liberals love to spend and we understand the need to create strong relationships and international partnerships through initiatives like investment banks, but it should not be at the cost of the Canadian taxpayer who will see no direct benefit. This is yet another reason why my constituents tell me they have completely lost faith in the government's ability to spend money responsibly.

It appears that the Liberals have a hard time understanding the needs of the middle-class Canadians for whom they say they are working. This is not surprising, given that the Prime Minister and the Minister of Finance have never actually been middle class. The finance minister cemented this general lack of faith when it was recently discovered that he failed to disclose financial assets to the Ethics Commissioner. He should have done this as soon as he became a minister, and yet it was overlooked.

If average Canadians failed to disclose their assets to the appropriate government body, they would be punished accordingly, but when it is the Prime Minister's right-hand man, the problem seems to simply disappear. How are Canadians supposed to trust the finance minister with control of our country's finances when he cannot even properly take care of his own?

The finance minister also refuses to disclose whether he recused himself from important conversations surrounding legislation that would have an effect on his multi-million dollar company, Morneau Shepell . As far as we know, he took part in discussions surrounding Bill C-27. Was he involved in the talks on pensions for Bombardier and did he fail to recuse himself from discussions on the Bermuda tax treaty? Thankfully, he was unable to recuse himself when the Ethics Commissioner came calling. He paid the $200 dollar fine for his actions, but this leaves the question of just how open and honest our finance minister really is.

Canadians expect the Liberal government to do better and be better. We expect that cabinet ministers will uphold the rules to the letter of the law and will also do the right thing. The government has shown that the conduct of its cabinet ministers is not befitting the expectations of the people they represent. Not only are they unable to follow the rules themselves, but they expect the support of Canadians who are being punished for doing just that, as they stated in their messaging surrounding the tax changes to close perceived loopholes.

Those tax changes are going to hurt Canadians, especially in my riding where there is a plethora of small businesses, including farms. There are huge concerns over the cost to transfer a farm down from one generation to the next, something people in my constituency have been doing for over a century in some cases. The cost of doing business is going to go up for all business owners too, not just farmers.

Who is the cost not going to go up for? The Prime Minister and the finance minister, whose family fortunes are safely tucked away and will be unaffected by these tax changes. This just goes to show how out of touch the Liberals are when it comes to the needs of hard-working middle-class Canadians.

Bill C-63 contains many provisions given that it is an omnibus bill. Unfortunately I am failing to see how this “sunny ways” legislation will actually help the people in my riding. My hometown of Estevan is known as the “Sunshine Capital of Canada”. Even with that moniker, everyone knows the Liberals are not building green transit lines in rural Saskatchewan.

On this side of the House, we believe in responsible government spending, lower taxes, and making life more affordable for every Canadian. We have learned that we absolutely cannot trust the Prime Minister to give Canadians a tax break. In fact, the only thing we can trust is that he will continue to break his promises and put us further and further into debt, one tax increase at a time.

This is not what my constituents want. It is not what Canadians want. We will continue to fight the Prime Minister's continued tax hikes every step of the way.

Special Olympics Saskatchewan November 2nd, 2017

Mr. Speaker, I would like to take this opportunity to highlight an outstanding constituent who has done some great work in my riding, Hayley Wall.

Hayley is running a new program for children and youth in Weyburn through Special Olympics Saskatchewan. The active start program is for children ages two to seven and teaches them basic motor skills, while the fundamentals program will build on those skills for children ages seven to 12.

I have always been a huge supporter of Special Olympics. In 2018, this organization is hoping to expand its reach and impact among youth by 16% and will be asking the federal government for funding to help meet that goal.

I strongly encourage the government to do whatever possible to make this happen, as these incredible athletes, coaches, volunteers, and families provide a tremendous benefit for all Canadians.

I am so proud of all those who participate in the Special Olympics, whatever their role might be. I am especially proud of Hayley Wall for the outstanding work she has done for the youth in Weyburn. I congratulate Hayley.

Salaries Act October 26th, 2017

Mr. Speaker, I want to thank my esteemed colleague from Louis-Saint-Laurent for his great conversation and his participation in this.

As my colleague knows, I come from a rural riding in the southeast corner of Saskatchewan. Unfortunately, some in the Liberal government believe rural Canada belongs to communities of 100,000 people. Places like Kitchener-Waterloo are now no longer rural areas but are urban.

I would like to hear a little more from my colleague about the ministers who represent regions. Could the member comment on how that represents rural parts of Canada?

Criminal Code October 24th, 2017

Madam Speaker, the hon. member for Mount Royal mentioned $161 million being given out to train these police officers. If we do the simple math, $20,000 per officer basically amounts to 8,050 officers. The police force of Toronto alone has 5,400 officers.

How does the member see that amount of money covering all of Canada, including rural Canada, where we need people in place to do that proper testing?

Criminal Code October 20th, 2017

Mr. Speaker, the member talked a lot about drunk drivers and not a lot about marijuana and its effects on drivers.

What my hon. colleague does not know is that I was the victim of a hit and run by a drugged and drunk driver when I was 16 years of age. I was left for dead by that driver on the side of the road. They caught the man afterwards, and he was let go on bail and skipped the country. There was no punishment.

When the member talks about this legislation and putting it in place, why does he want to put in legislation before the rules are there? We are going to allow stoned drivers to be on the road driving, putting people's lives at risk? What does the member say to a parent who has to deal with a phone call late at night that their 16-year-old child is lying dead on the road or dying on the side of the road? How would the member respond to those people?

Ethics October 20th, 2017

Mr. Speaker, yesterday, the Minister of Finance stood in the House and claimed that an early administrative error was the reason he failed to disclose his offshore corporation to the Ethics Commissioner. Could the minister confirm that if any Canadian fails to disclose foreign companies to the appropriate government body, they can make the problem disappear simply by claiming it was an early administrative error, or does this only work if one is the Prime Minister's right-hand man?
