Aboriginal Affairs October 26th, 2006

Mr. Speaker, a year ago all members of the House were definitely concerned about the situation that was seen in Kashechewan. The people there faced a harrowing experience.

Thankfully, there has been some improvement since then. All residents have returned as of August of this year. Water now meets the Ontario standards.

Our government continues to work with the leadership of Kashechewan, the Mushkegowuk Tribal Council, to find a durable, long term solution to the challenges faced by the people of Kashechewan.

Kashechewan October 26th, 2006

Mr. Speaker, it is one year ago today that the community of Kashechewan was evacuated. Like all Canadians, the government finds the living conditions of the members of this community unacceptable.

That is why Canada's new government, rather than seeking a band-aid solution, addressed the root causes and approached this serious issue in a decisive manner.

Last June the Minister of Indian Affairs and Northern Development appointed Mr. Alan Pope as a special federal representative. Mr. Pope has been working with all parties involved to come up with practical solutions that offer lasting benefits.

I am happy to tell the House that the drinking water advisory has been lifted in Kashechewan. We continue to work with the community to improve housing, and to maintain and repair community buildings such as the new police station that just opened last month.

Canada's new government will be coming forward with a plan to bring the people of Kashechewan the promising future that all Canadians deserve.

Mr. Speaker, on September 29, Canada's new government launched the second phase of a national consultation process on the issue of the division of matrimonial real property on reserve. This is the first of a series of measures to protect the rights and to ensure the well-being of women, children and families living on reserves.

Matrimonial real property has been a long-standing human rights issue and we are committed to resolving it. Unlike the former Liberal government, our new government is getting things done for aboriginal women, children and families.

Mr. Speaker, it is actually an important decision that was made in terms of our fiscal capacity. Members of the government side, and I will highlight the President of the Treasury Board who chose to pay down the debt of $13.5 billion, are bringing about $650 million in savings on an annual basis. This is incredible. This will provide our government with an opportunity to operate more efficiently and this fiscal responsibility is something that has been sadly lacking for so many years.

Mr. Speaker, our government keeps all agreements that have been signed. The member points out the first ministers meeting of last year and how it has become known as the Kelowna accord. The member would know that an accord would indicate a signatory page. He is well aware that there was no such agreement from that meeting.

Mr. Speaker, I thank my hon. colleague for pointing out to me and to all Canadians how overtaxed we are here in Canada when our government has such considerable surpluses.

In fact, this is an exact representation of the fact that the government imposes far too much taxation on its shareholders, the citizens of Canada. Canadians are in fact paying our way and paying for all the institutions of government.

Unfortunately, we have not had enough of a tax reduction. I look forward to working with him and others to find ways to reduce the amount of taxes that is brought in by government.

Mr. Speaker, over much of the last decade, we in the museum community have been asking for a new museum policy. I am glad the Minister of Canadian Heritage has committed to bring forward a new museum policy. I look forward to seeing her work in that area.

Like I have said already today, the dollars spent by the government need to be considered in a way that accounts for their most effective use. Despite the subject matter of a particular program, we need to identify whether it is in fact achieving what it set out to achieve. This is the key element that was considered in all of our revisions to these various budgets. As such, we have done what we said we would do. I am very proud of the work the President of the Treasury Board has done and all members on this side.

Mr. Speaker, I thank the House for this opportunity to voice my support for our strategy to save $1 billion of Canadians hard-earned money. I am proud to stand behind these measures.

In some cases hon. members of the opposition need reminding that managing the public's money is about making wise choices and spending responsibly, ensuring the maximum return on taxpayer investments. Canadians put their trust in us, when they signed on to our election platform, to restore transparency and accountability in dealing with public money. We made it clear throughout the campaign that responsible spending was a cornerstone of accountable government. We do not make idle promises. We stick with our convictions and follow through on our commitments.

In budget 2006 we pledged to review our programs to ensure every taxpayer dollar would spent achieve results, provide value for money and meets the needs of Canadians. Just as the economy and society are evolving, so too must the way government invests in economic and social programming. Through a careful spending review, we have identified a number of opportunities to improve efficiency, strengthen results and sharpen accountability in line with Canadians expectations. As columnist John Ibbitson recently wrote in the Globe and Mail, “The Tories are acting with commendable fiscal responsibility”.

Most grants and contributions are not affected either. In cases where they are, all signed contribution agreements will be honoured. Statutory programs are not in any way affected by these measures, vital programs like employment insurance, the Canada pension plan, and student loans.

We have focused our attention on spending that was not meeting the needs of Canadians as effectively as it could. We have looked for opportunities to better manage investments and to reduce or eliminate expenditures where concrete results were simply not there.

It seems the opposition has not grasped that responsible management of the public purse does not mean simply spending for the sake of spending. It means putting money where it counts and working with partners across the country to maximize results for Canadians in need. For instance, the social development partnerships program will invest $139.6 million over the next five years to work with national and community-based non-profit organizations. Support and collaboration on key social issues for children, families, people with disabilities and other vulnerable groups in Canadian society. We are focusing on investments that matter to real people.

The opposition has spent a lot of time attacking the government for its commitment to better and more effective investments in learning and literacy. With a budget of $81 million over the next two years, Canada's new government will be working with partners across the country to put in place innovative and results-focused projects to help meet learning and literacy challenges. We want federal funds to complement the important investments in literacy by provinces, municipalities and organizations. We welcome the opportunity to work with all levels of government and literacy organizations across the country to strengthen our literacy programming and ensure it is effective and meaningful for all Canadians.

The Government of Canada will continue to foster partnerships and dialogue to support adult learning, literacy and essential skills, while respecting the roles of all levels of government. We need to keep in mind that this $81 million investment is just one component of an array of federal investments that support literacy, training and skills development. These include programs through employment insurance that help Canadians who lose their jobs to develop the skills they need to re-enter the labour force.

We are working with industry sector councils on projects that identify and develop the literacy and essential skills we need to keep our economy competitive. We are helping students succeed in post-secondary education through our Canada student loan program and have recently introduced changes that will make this program available to more Canadians than ever before.

As these examples make clear, there can be no question that the government continues to be strongly committed to providing effective and meaningful support to Canadians.

I would like to take this opportunity to highlight the money that Human Resources and Social Development Canada has invested, which is close to $1 billion annually, in programs targeting the needs of youth at risk, Canadians with disabilities, and aboriginal Canadians. These are important investments and we are proud to be working with partners across the country to ensure our programs are meeting the needs of Canadians.

While we have ended the training centre infrastructure fund, I want to point out that our government is investing $1 billion in infrastructure for post-secondary education and training. This will help keep our universities and colleges among the best in the world, giving Canadian students tremendous opportunities to succeed and to invite students from around the world to come to Canada as a study destination committed to educational excellence.

To help meet the need for skilled trades, we are also providing significant new support for apprenticeships, including a new $1,000 apprenticeship investment grant. We will no longer be providing support to Workplace Partners Panel. However, we are continuing and, in fact, expanding our collaboration with business and labour on issues of national importance, for example, through sector councils that are focusing on preparing Canada to meet the challenges of the global economy.

We value the views and advice of business and labour organizations. For example, we are seeking the advice of business communities on how to implement our child care spaces initiative. The government recognizes that consultation is more than just institutions and reports. We want to listen, share ideas and, together, find new ways to build a more vibrant, inclusive and innovative Canada.

Again, I remind the House, as the TD Bank Financial Groups' Chief Economist Don Drummond has noted, the spending cuts are relatively minor. They represent only 6% of the overall cost of new initiatives announced in the May budget. They are only 0.5% of total program spending.

It is an improvement on what Canadians had come to expect from Liberals, who would have seen opportunities to spend on other things instead....it's hard to argue against saving ourselves millions in future interest payments.

The government will not apologize for respecting Canadians and their hard-earned tax dollars. We will not be cowed by opposition demands for ever increasing spending without responsibility or accountability, and our government is about this. We are about, respect, results, accountability, and we have shown this time and time again. We are delivering on our promises and we are keeping the best interests of Canadians front and centre.

Kelowna Accord Implementation Act October 16th, 2006

Mr. Speaker, it is my pleasure to rise today to speak on the second reading of Bill C-292.

I commend the right hon. member for LaSalle—Émard for providing us with another opportunity to discuss and consider the issues of importance to all Canadians and especially aboriginal and non-aboriginal alike.

Although I welcome this occasion to speak, I cannot support the proposed legislation for a very good reason. The previous Liberal government, after 13 years, clearly neglected aboriginal people all across Canada.

I am very proud to say that our new government and our new Minister of Indian Affairs and Northern Development is interested in doing the thing the previous government was unable to do and that is to look at the structural changes needed to actually bring benefits to the people in the communities, the people who have not seen benefits in the past, and are the ones who need it; We will not be growing the bureaucracy and not growing the system like the previous government would so love to do.

I would like to point out two other objections today. First, the bill is poorly conceived. It is not proposing a clear detailed policy and blueprint but rather a series of broad political commitments in a unilateral press release. Furthermore, it purports to extend statutory recognition to a one-time event and create a vague legal obligation to fulfill a series of wide-ranging commitments, a dubious proposition at best and certainly one which is unenforceable.

Mr. Speaker, on Monday, September 25, you yourself mentioned that Bill C-292, in clause 2, does state that the government shall take all measures necessary to implement the terms of the accord, but it does not provide specific details on those measures. You said that the measures are simply not described.

In addition, Bill C-292 provides members with absolutely no idea of what obligations it would impose on government, nor whether those obligations would also apply to provinces and territories. That is an important issue for many of my colleagues in this chamber.

The second objection that I have is that Bill C-292 is redundant. Since taking office and in collaboration with our aboriginal, provincial and territorial partners, the new government has undertaken a new approach that will produce real solutions to the problems facing aboriginal people in Canada.

The approach focuses on moving aboriginal people from dependency to self-reliance through targeted efforts in four areas. The first is to empower individuals to take greater control and responsibility for their own lives through directing investments toward housing and education. Next, we are working to accelerate land claims. We are also promoting economic development, job training, skills and entrepreneurship. Finally, we are laying the ground work for responsible self-government by moving toward modern and accountable government structures.

We are already achieving results. Earlier this year, the government developed and launched an action plan to address drinking water concerns in first nation communities. This comprehensive plan consists of measures to identify communities at risk from unsafe water, ensure treatment facilities are managed by certifying operators, and implementing standards for the design, construction, operation, maintenance and monitoring of treatment facilities.

Furthermore, there is a three member panel of experts who are conducting public hearings across the country to examine and provide options on the establishment of a regulatory framework to ensure safe drinking water in first nation communities.

We are also moving forward in collaboration with first nations people, the provinces and territories to reach workable legislative solutions to resolve the challenges presented by the current situation regarding matrimonial real property on reserves which affects a disproportionate number of women and children on reserves, particularly those experiencing family violence. Matrimonial real property on reserves is obviously a pressing equality issue and one we are committed to resolving.

Unfortunately, members from the party opposite, including the member for Winnipeg South Centre, have indicated that perhaps this is not something we should be proceeding with as soon as possible. I find that to be rather surprising coming from this member whom I thought was very concerned about this issue. To that end, this government has recently announced a national consultation process aimed at resolving the difficult issue of on reserve matrimonial real property.

In this day and age, it is unacceptable that women and children, families and communities on reserve are still struggling with an issue that has been long neglected, and it is a shame. This situation is the result of a legislative void because provincial and territorial laws that deal with the matter elsewhere in the country do not apply on reserve. The federal Indian Act, which governs practically all aspects of life on reserve, is very silent on this issue.

As a result of this legislative gap, legal rights and remedies that are applicable off reserve are not available to individuals living in first nations communities. As a consequence, many women are subjected to discrimination and denied basic human rights that other Canadians all take for granted. It is essential that we deal with this issue as soon as possible because clearly, after 13 years, the previous government made no efforts in that area.

Education is yet another area in which our government is enabling real change for first nations people. In July we signed an agreement with the province of British Columbia and the British Columbia first nations education steering committee to enable first nations in B.C. to assume meaningful control on reserve elementary and secondary schools in areas such as curriculum, educational standards and teacher's certification. This means that first nations children in British Columbia will be able to obtain an education that meets provincial standards but that is also culturally relevant. That is essential.

As we know, first nations individuals all across Canada, in fact all aboriginal people, are just as capable of learning, but learning is something that requires a cultural sensitivity that we have not seen in the past. I am proud that our government is moving forward in this area.

Another issue which is very important, again left by the previous government at our feet, is a process that our minister has put forward to accelerate land claims. There is a huge backlog of claims which is completely unacceptable and indicates that the current system is clearly not up to the task.

Settlements are about justice, respect and reconciliation. More than coming to terms with the past though, settlements are also about building a better future for communities that are sometimes isolated and far from our current economic setters. Each settlement clears a path to strengthened governance and will also strengthen new economic and social opportunities. Settlements can also mean that valuable resources are spent on communities rather than courtrooms.

The Prime Minister, the Minister of Indian Affairs and Northern Development and I are steadfast in our resolve to work with aboriginal partners on shared priorities to develop effective, sustainable approaches to overcome the pressing challenges in our aboriginal communities.

The government's approach to resolving aboriginal issues, including water, matrimonial real property, education, housing, women and children is all focused on tangible results and clear accountability. Bill C-292 proposes an approach characterized by vague promises and general objectives, something that the previous government was excellent at doing.

Accordingly, I will be voting against Bill C-292 and I encourage all of my colleagues to do the same.
