Mr. Speaker, it is a pleasure to present a petition today on behalf of the people of the Big Land in Labrador regarding the Trans-Labrador Highway. It is signed by many people from the coast, from Mary's Harbour to Cartwright to St. Lewis.

The Trans-Labrador Highway is a vital transportation lifeline for Labrador communities, providing access, greater economic activity and allowing residents to attain health care and other public services. Labrador cannot afford to wait years or decades for the upgrading and paving of phase I and III of the Trans-Labrador Highway.

The petitioners, therefore, call upon the Government of Canada to provide additional funding for much needed improvements to the Trans-Labrador Highway.

Madam Speaker, the employees at the marine communications and traffic services centre know their jobs and the government should listen to them. However, our regional minister recently insulted them as he rubbed cake in their faces and then ran out the back door.

The Coast Guard continues to be gutted. First it was about closing the marine sub-centre. Now we find out that the government has given the order to cut key positions in marine communications and traffic services. The employees have confirmed these cuts and are very concerned that they will drastically affect their ability to keep mariners safe.

Let us be clear: these employees listen for the mayday calls. Why would the government compromise this important service?

With regard to the Minister of National Defence being picked up in Newfoundland from a fishing lodge on the Gander River and being brought to Gander by a Canadian Forces Cormorant in July 2010, what communications were sent between the Office of the Minister of Defence, the Office of the Chief of the Defence Staff, the Department of National Defence, Canadian Forces Base Gander, the 103 Search and Rescue Squadron of the Royal Canadian Air Force, the Office of the Minister of Fisheries and Oceans, and the Commissioner of the Canadian Coast Guard?

With regard to Canada Post outlets in Newfoundland and Labrador, by electoral riding and for each year between 2006 and 2010 inclusively: (a) how many outlets were operational; (b) in which communities were the operational outlets located; (c) what was the total financial expenditure for each of these outlets per year for (i) labor, (ii) capital/repair and maintenance; and (d) were the same outlets operational in 2011, and, if not, in what year did the operations cease?

With regard to Employment Insurance applications processed by Service Canada (SC) in Newfoundland and Labrador for each year between 2006 and 2011 to date, inclusively, and for each specific SC office by month: (a) how many applications were processed for (i) regular claims, (ii) fishing claims; (b) what were the average and median processing times for (i) regular claims, (ii) fishing claims; and (c) how many of the applications (i) received immediate approval, (ii) were approved after some follow-up between SC officials and the applicant, (iii) were rejected, (iv) were appealed, (v) were approved after appeal?

With regard to the Department of Fisheries and Oceans and, more specifically, Small Craft Harbours (SCH), how many properties under the ownership of SCH have been diversified each year from 2006 to 2011 inclusively, (i) in what community and province were each of these properties located, (ii) what was the assessed value of each of these properties at the time of diversification, (iii) what financial transactions took place (i.e., amounts) as part of the diversification plan, (iv) who received financial compensation and who paid financial compensation for the diversified properties?

Mr. Speaker, in their accountability election platform, the Conservatives promised to require ministers and senior government officials to record their contacts with lobbyists. The Lobbying Commissioner's report is clear that the government broke this promise because it failed to blow the whistle on two well-connected Conservative operatives who used their privileged access to lobby five ministers for nearly $200 million in contracts.

Will the Attorney General finally get tough on Conservative crime and lay criminal charges against Jaffer and Glémaud?

With regard to a Federal Government Loan guarantee for the Muskrat Falls project in the Province of Newfounland and Labrador: (a) what correspondance has been exchanged and agreements and/or understandings signed between the Department of Finance and the Government of Newfounland and Labrador pertaining to this project; (b) what is the anticipated date of signing of the official approval documents for the loan guarantee; and (c) if the official approval documents have not been signed, what is the reason for the delay and what is the anticipated date for official approval?
