Aerospace Industry December 1st, 2020

Mr. Speaker, in the economic update, Ottawa talks about helping the industries most affected by the pandemic. That is great.

Once again, aerospace is not mentioned at all, although planes have been grounded for eight months. It is really discouraging. Some 20,000 jobs are at risk in the short term, in the next two years, without an aerospace policy. We have an entire network of SMEs that is currently weakened and risks being taken over by foreign companies for peanuts. We are going to lose control of our economy.

What will it take for the minister to take action to protect Quebec's global expertise?

Business of Supply December 1st, 2020

Mr. Speaker, I simply want to read an excerpt of a report that states, “According to our observations, the critical need for CHSLDs is an improved level of staff with medical training.”

This was not a report from a separatist body looking for trouble. It comes from a truly independent body known as the Canadian Armed Forces.

I would like to hear my colleague's thoughts on that quote.

International Trade November 30th, 2020

Mr. Speaker, that was just as clear as what we were told about the vaccines.

In other words, we are being asked to blindly trust the government when it discredited itself in previous agreements. This is the same government that would have sacrificed Quebec aluminum in CUSMA. It is the same government that did sacrifice supply management three times. We cannot approve an agreement without reading it. It would be irresponsible to give the government carte blanche.

The agreement is being examined in committee. Does the government not understand that we need it right away?

International Trade November 30th, 2020

Mr. Speaker, this is the theatre of the absurd. Right now, the Standing Committee on International Trade is examining the free trade agreement with the United Kingdom. It is even hearing from witnesses. Earlier, it heard from the Minister of International Trade.

The problem is that no one has seen the text of the agreement. The committee is analyzing a deal that no one has even read. The government is asking us to approve this deal before December 31 because of Brexit. That is absolutely ridiculous.

When will the government give us the text of the agreement?

Health of Animals Act November 26th, 2020

Mr. Speaker, on December 7, 2019, there was an incident in my riding.

Thirteen activists broke into the Porgreg pig farm. They occupied the farm for several hours to stage a protest, causing stress to the animals they claimed to be defending. They were completely oblivious to these farmers' reality and how they love their animals in many ways. This protest ultimately caused stress among the animals, leading to the death of several piglets who were crushed by the sows.

This was a very serious incident, which is why, on behalf of the victims of Porgreg farm in my riding, including both the farmers and the dead animals, the Bloc Québécois supports the principle of the bill before us. We are pleased to support it and completely agree with the principle.

That said, there is always the matter of shared jurisdictions. How can we address this issue, given that each province has its own animal welfare legislation?

Canadian Net-Zero Emissions Accountability Act November 26th, 2020

Madam Speaker, we completely agree with the goals, but there needs to be action and a plan to go with them.

There is still a lot of direct and indirect support for fossil fuels, but I would like to look at something more specific. Greenhouse gas emissions expressed in megatonnes are higher today than they were in 1990 despite years of effort and years of talking about the environment.

When we signed the Kyoto protocol in 2002, the baseline year was 1990. Then Canada withdrew from the protocol. In 2015, the new government set a new greenhouse gas emissions reduction target, but used 2005 as the baseline year. Then it started bragging about a reduction in greenhouse gas emissions, even though it moved the goalposts.

What is this if not statistical manipulation by every government and every party combined?

Madam Speaker, I thank my colleague for her excellent speech, which showed that you cannot build strength if you do not walk the talk.

Does the member think that the infamous Paris conference was the benchmark for this bill? What is the point of signing that damn document if, at the end of the day, nothing even happens?

Digital Charter Implementation Act, 2020 November 24th, 2020

Madam Speaker, I will try to be brief, although I know that is not my strong suit.

The Government of Quebec is currently in the process of modernizing its legislation on this. There is a stereotype about Quebec and I believe it is founded: Quebec generally does very good work and often, or in most cases, does a much better job than Ottawa.

Of course, we also think that the governments have to agree. We hope that this new legislation will not encroach on provincial jurisdictions. Earlier I asked the hon. Minister of Industry that question and he said that would not be the case.

Time will tell.

Madam Speaker, if I understood my colleague's question about criminal law, the bill in this current form suggests penalties for companies that break the law. That would involve criminal law.

If I understood the question properly, that is the response I have for my colleague.

Madam Speaker, I thank the hon. parliamentary secretary for his question.

I think that I answered that question in my speech. Stricter oversight and monitoring mechanisms like the ones I suggested are the answer to that question.

We could also review the whole matter of the CERB. We warned the government many times from the beginning about the monitoring that should be done and the formula itself. I could talk about those mechanisms again, but I do not really have time. I made suggestions to that effect in my speech.

Looking back, the government should have monitored this more closely in every respect.
