Mr. Speaker, I want to thank the member for Medicine Hat who reminds us that double bunking is a totally normal practice in western countries. Indeed, unlike the Liberals and the NDP, we do not believe that prisoners are entitled to their own private cells.
Our policies are working. The crime rate is dropping. We are closing prisons and putting victims back at the heart of our justice system.

Mr. Speaker, we have a program that is working with all provinces and territories. It is the disaster financial assistance arrangement. It is a cost sharing program with a threshold that is triggered. This is a non-political program that is working very well for all parts of the country. We will always stand by provinces and territories who need help, while following the rules of this program.

Questions on the Order Paper December 2nd, 2013
Mr. Speaker, as of October 17, 2013, the sale of the Crown land owned by CSC located on Frontenac Institution in Kingston, Ontario, has yet to be finalized. Therefore, CSC is unable to respond to the question, pending the completion of the sale.

Mr. Speaker, there is the ethnocultural services section, stakeholders and outreach, CSC's approach to aboriginal corrections, the continuum of care model, the aboriginal program, pathways initiatives and healing lodges. He should read the report of the correctional services officer. That will tell him all the great stories of what we are doing for our inmates to make sure that criminals remain behind bars, but once they are out they are in for a great life contributing to this society and to the prosperity of our society.

Mr. Speaker, I would like to thank my colleague for her question.
It gives me an opportunity to highlight the outstanding and exemplary work being done by our correctional officers in our correctional services, which help rehabilitate criminals.
We have a stupendous variety of programs that can be used to address minority issues in prisons. I have a list here that I would be pleased to table because it demonstrates just how committed we are to ensuring that prisoners can return to civil society and to protecting society.
I will talk more about that later.

Mr. Speaker, I would like to thank the hon. member for Northumberland—Quinte West, who had a career in public safety. He is also a member of the Standing Committee on Public Safety and National Security.
I would also like to thank the correctional officers who work hard every day to keep Canadians safe.
That being said, we do not believe that convicted criminals are entitled to their own private accommodations. The suggestion of racial bias in prisons is totally inaccurate. The only identifiable group that our justice system is targeting is criminals.

Mr. Speaker, the member should read the report. He would see that the Auditor General notes that since 2007 the CBSA is doing a better job at the frontier. That is because our government has invested and increased the number of front-line border officers by 26%. No wonder just as of last year we have stopped more than 18,700 people who were not allowed to stay here.
Citizenship and Immigration November 25th, 2013
Mr. Speaker, I would like to thank you for giving me the opportunity to point out that Canada is a welcoming land and that our wealth is built on the 250,000 newcomers who become part of our Canadian society every year.
Moreover, those who enter the country illegally are entitled to medical care during their stay. When the time comes for them to return, we ensure that medical care is available in their home countries. In addition, if necessary, when they have to be accompanied to return to their country, they have medical care.
Canada is a welcoming country and we will continue looking after our immigrants, while respecting our taxpayers.
