That, in relation to Bill C-29, An Act to provide for the establishment of a national council for reconciliation, not more than one further sitting day shall be allotted to the stage of consideration of Senate amendments to the bill; and

That, 15 minutes before the expiry of the time provided for Government Orders on the day allotted to the consideration of the said stage of the said bill, any proceedings before the House shall be interrupted, if required for the purpose of this order, and, in turn, every question necessary for the disposal of the said stage of the bill shall be put forthwith and successively, without further debate or amendment.

Mr. Speaker, the leader knows full well the rules of this place and knows that members on this side of the House are pleased and proud to speak to the affordability measures and the things that we are putting in place to make life more affordable for Canadians.

While we are on this theme, I have a question for a member of the defence committee, the member for Selkirk—Interlake—Eastman. Why did he sell out the people of Ukraine in voting against the free trade agreement?

[Business of Supply, March 18th, 2024]

Mr. Speaker, today in the House, we have had an important debate on an issue that is global in scope and very historic, but also heartbreaking. I know that all points of view expressed in the House come from the heart and from a fundamentally Canadian emotion that drives us to seek peace.

It is very much in this spirit that I move:

That the motion be amended as follows:

(a) in paragraph (ii), by adding the word “being” after the word “victims”;

(b) by replacing paragraph (iii) with the following: “Hamas is a listed terrorist organization in Canada whose attacks on October 7, 2023, killed nearly 1,200 Israelis and that over 100 hostages remain in Hamas captivity”;

(c) in paragraph (iv), by replacing the words “millions of” with the words “1.7 million”;

(d) by adding, after paragraph (vi), the following new paragraph: “all states, including Israel, have a right to defend themselves and in defending itself, Israel must respect international humanitarian law and the price of defeating Hamas cannot be the continuous suffering of all Palestinian civilians”;

(e) by replacing paragraph (viii) with the following: “the increase in extremist settler violence against Palestinians and reports of Palestinian communities being forcibly removed from their lands in the West Bank”;

(f) by replacing paragraph (a) with the following: “demand an immediate ceasefire, the release of all hostages, and Hamas must lay down its arms”;

(g) by replacing paragraph (b) with the following: “cease the further authorization and transfer of arms exports to Israel to ensure compliance with Canada’s arms export regime and increase efforts to stop the illegal trade of arms, including to Hamas”;

(h) by replacing paragraph (c) with the following: “ensure continued funding to the United Nations Relief and Works Agency (UNRWA) to meet the dire humanitarian need, engage with the United Nations internal investigation and independent review process, and ensure implementation of necessary long-term governance reforms and accountability measures”;

(i) in paragraph (d) by deleting the words “, and support the work of the International Court of Justice and the International Criminal Court”;

(j) by adding, after paragraph (d), the following new paragraph: “support the work of the International Court of Justice and the International Criminal Court”;

(k) by replacing paragraph (f) with the following: “ensure Canadians trapped in Gaza can reach safety in Canada and expand access to the temporary resident visa program”;

(l) by replacing paragraph (g) with the following: “sanction extremist settlers and maintain sanctions on Hamas leaders”;

(m) by replacing paragraph (h) with the following: “reaffirm that settlements are illegal under international law and that settlements and settler violence are serious obstacles to a negotiated two-state solution, and advocate for an end to the decades long occupation of Palestinian territories”; and

(n) by replacing paragraph (i) with the following: “work with international partners to actively pursue the goal of a comprehensive, just and lasting peace in the Middle East, including towards the establishment of the State of Palestine as part of a negotiated two-state solution, and maintain Canada’s position that Israel has a right to exist in peace and security with its neighbours”.

Mr. Speaker, Canada is in mourning. Canadians and all members of the House are lamenting the loss of a great patriot.

Brian Mulroney was a leader of this country, with exceptional qualities that made his country a better place. Not only was Brian Mulroney a great prime minister, he was a man who respected Parliament and made this place better for having been part of it.

When the House resumes, there will be tributes from members of all parties in the House. Until then, I believe that I speak on behalf of all of us in extending our deepest condolences to his family and countless friends.

I would also like to inform the House that the opposition day planned for today will be postponed until Monday, March 18.

Furthermore, in light of the passing of the Right Hon. Brian Mulroney, I would like to seek the unanimous consent of the House to adopt the following motion:

That, notwithstanding any standing order, special order or usual practice of the House:

(a) on Monday, March 18, 2024, if a recorded division is requested pursuant to Standing Order 45(4)(a) during the proceedings related to the business of supply, it shall not be deferred; and

(b) the House do now adjourn pursuant to Standing Orders 24 and 28.

[Fall Economic Statement Implementation Act, 2023, February 29th, 2024]

I would like to advise that an agreement could not be reached under the provisions of Standing Order 78(1) or 78(2) with respect to the second reading stage of Bill C-59, an act to implement certain provisions of the fall economic statement tabled in Parliament on November 21, 2023 and certain provisions of the budget tabled in Parliament on March 28, 2023.

Under the provisions of Standing Order 78(3), I give notice that a minister of the Crown will propose at the next sitting a motion to allot a specific number of days or hours for the consideration and disposal of proceedings at the said stage.

Mr. Speaker, I have good news today. We have announced a whole bunch more homes being built in Canada. We have reduced taxes on the middle class and increased them on the one per cent, and those guys voted against it. The budget is the best in the G7, and we have a great record on reducing poverty. All these things are well in hand without the bad track record of the previous government.

Later today, we will have the final vote on the motion regarding the Senate amendment to Bill C-35, an act respecting early learning and child care in Canada. Tomorrow will be an allotted day.

When we return following the constituency weeks, we will resume second reading debate of Bill C-59, the fall economic statement implementation act, 2023. On Wednesday of the same week, we will continue debate on the motion relating to the Senate amendments to Bill C-29, an act to provide for the establishment of a national council for reconciliation. Tuesday, March 19, and Thursday, March 21, shall be allotted days.

Mr. Speaker, 2.3 million Canadians have been lifted out of poverty since this government took office and started caring about Canadians by putting supports in place that those guys had spent all their time cutting. Families throughout Canada have seen their child care fees slashed, in many cases down to $10 a day, thanks to this government and Bill C-35 that we are getting ready to pass today.

Mr. Speaker, Canadians have had enough of the gloom and doom coming from over there. The Conservatives are deliberately ignoring the truth about how our government has supported Canadians—

Mr. Speaker, that gloom-and-doom member who wants to take Canada out of the UN needs to know a bit of good news for a change. We have had many months of good news for Canadians. Just recently, Statistics Canada announced that in January we gained 37,000 new jobs, and there are one million more Canadians working than before the pandemic. The unemployment rate is at 5.7% and wage growth is outpacing inflation, and that is even more true for women. We would think that member would care about such things.
