With regard to the government's requirement during the COVID-19 pandemic that civil servants provide proof of vaccination, broken down by department, agency, Crown corporation or other government entity: what were the total costs associated with implementing the vaccine requirement, broken down by type of cost, including any legal costs or expenses incurred as a result of legal activity (settlements, mediation agreements, etc.)?

With regard to Health Canada monitoring Pfizer's COVID-19 vaccine: (a) did Health Canada (HC), the Public Health Agency of Canada (PHAC), the National Advisory Committee on Immunization (NACI) or Canadian Institute for Health Information (CIHI) receive the report entitled Pregnancy and Lactation, Cumulative Review from Pharmacovigilance Database, dated April 20, 2021, or an equivalent document; (b) if the answer to (a) is affirmative, what are the details, including the (i) date HC, PHAC, NACI or CIHI received a report outlining clinical data any period from the time of drug product development to the end of the first six months of the roll out, (ii) report name, (iii) percentage of pregnant women who reported adverse events, (iv) percentage of lactating women who reported adverse events in themselves and their newborns; (c) what is HC's analysis of the document in (a) relative to, (i) premature deliveries, (ii) miscarriages, (iii) spontaneous abortions, (iv) stillbirths, (v) maternal deaths, (vi) the percentage of pregnant women who reported adverse events, (vii) the percentage of lactating women who reported adverse events in themselves or their newborns; (d) if the answer to (a) is negative does HC, PHAC, NACI or CIHI plan to request this report or equivalent report from Pfizer; (e) with respect to passive surveillance, what is the established threshold for conditions listed in (c) (i) to (v) for withdrawing approval for this population; (f) for institutions who met the continuous review of global vaccine safety surveillance rule which showed no evidence of any adverse pregnancy or neonatal outcomes associated with COVID-19 vaccination, what are the (i) institution names, (ii) links, (iii) supporting document names?

With regard to Public Health Agency of Canada (PHAC), the Ad-hoc COVID-19 Clinical Pharmacology Task Group and Health Canada (HC) research or communication about lvermectin: (a) did they find any harm to Canadians from taking oral lvermectin to prevent or treat COVID-19; (b) did HC, PHAC, or a committee review the lvermectin meta-analysis conducted by Andrew Bryant, lvermectin for Prevention and Treatment of COVID-19 Infection: A Systematic Review, Meta-analysis, and Trial Sequential Analysis to Inform Clinical Guidelines, American Journal of Therapeutics, 28, e434-e460, July 2021, (i) did their analysis show any benefit from using lvermectin to prevent or treat COVID-19; (c) did HC or PHAC perform a risk-harm analysis for the use of lvermectin to prevent or treat COVID-19, (i) if the answer to (c) is negative, why not, (ii) if the answer to (c) is affirmative, was this information provided to Dr. Theresa Tam, Dr. Supryia Sharma, or the Minister of Health, (iii) what dates was the information from (ii) communicated, (iv) if the answer to (ii) is negative, why not?

Madam Speaker, neither the question nor the answer was relevant to what we are discussing, but I was listening carefully to the member's speech and I appreciate his historical narrative. He rightly said that the things that affect workers are inflation and high interest rates.
Why has he, as a member along with the NDP, supported the Liberals' inflationary policies of spending; increasing our debt; creating an excess of cash in our economy to make the things that money buys cost more? Why has he not stood up against what the Liberals are doing in creating inflation, resulting in high interest rates?

He was talking about the replacement workers coming to the Stellantis battery factory from South Korea. This is a piece of legislation about replacement workers, and he was directly referring to the replacement workers that the Liberals authorized to come—

Madam Speaker, I have been listening quite carefully to the speeches coming from members of the NDP. I notice they keep using the term “fair share” of tax.
I wonder if the member could articulate for the House what exactly they mean by “fair share”? Is there a percentage? We know that high-income earners in Canada pay between 50% and 55% of their income toward income tax depending on which province they live in, so what percentage is the right percentage? What do they call fair?

Mr. Speaker, I listened with great interest and humour to the member for St. Catharines, because he is certainly a good fabricator. What he needs to do is get his facts straight. Before he surmises that there was a drought in Manitoba, he should do his fact-checking instead of hypothecating about what he would have liked to happen.
There was no drought in Manitoba. The farmers in my region were experiencing bumper crops. I do not know what the member was talking about.
Why does the member want to increase the price of home heating? Why does he want to increase the price of food for first nations and families right across the country? Why does he want to do that to my residents of Provencher? Why does he want to make life more expensive for Canadian families?

Madam Speaker, I listened closely to the member for Winnipeg North giving his speech on our opposition day motion to eliminate the carbon tax for farmers, first nations and families.
He indicated that Stellantis and Volkswagen were getting significant federal contributions and that the Liberal government has made very large financial commitments to Volkswagen and Stellantis to the tune of about $40 billion. Is the member comfortable going back to his constituents of Winnipeg North and telling them that each and every single one of those families is going to have to contribute $3,000 for those plants in southern Ontario to function here in Canada? Is he comfortable telling his constituents that?
Housing December 4th, 2023
Mr. Speaker, the Prime Minister is just not worth the cost. Under the Liberal-NDP costly coalition, Canadians are paying, on average, 66% of their income just to keep a roof over their head, and in a lot of instances that is all it is.
With the other 34% going to pay taxes for the Prime Minister's reckless and out-of-control spending, Canadians have nothing left for food and other needs and many are at risk of losing their homes.
It was not that long ago that it took 25 years to pay off a mortgage. Under the current Prime Minister, it takes 25 years to save up for a down payment. Under the Prime Minister, the cost of housing has gone up more in the past eight years than the previous 148 years. That is not surprising given that he has racked up more than every other single government previous to him combined.
Thankfully, the Conservatives have a solution. Rather than Canadians losing their houses, why not have an election so Canadians can throw the Liberal government out of this House? A Conservative government will fix what the Prime Minister has broken.

Madam Speaker, we are supposed to be discussing the Competition Act this morning, but we are discussing the delay tactics of the Liberals.
Some have said that the reason we have high grocery prices is the lack of competition in the grocery industry. Could the member think of any other reasons why there are high grocery prices?
