[G8 and G20 Summits, November 23rd, 2010]

Mr. Speaker, as the parliamentary secretary already stated, this agreement was signed in March 2010 by Ontario minister Rick Bartolucci, who is someone the member opposite should recognize as a fellow Liberal.

However, what we still do not know is what Tony Genco is hiding from Canadians and why his friends at Downsview Park are refusing to release information on his expenses.

Many Canadians would agree with me that it is rather hypocritical of the federal Liberals to stand in this place and spout party rhetoric while Tony Genco's expense reports remain a secret.

Mr. Speaker, the arrangement with the OPP is that it has until December 1 of this year to submit all of their G8 and G20 expenses. This is significantly shorter than the deadline for other security events, indeed years shorter.

The member opposite knows that the deadline has been in place from the beginning of our agreement with the OPP. That said, we understand from public statements by the OPP that its costs are expected to come in well under budget.

Mr. Speaker, Canada was responsible for the safety and security of the world leaders, delegates, visitors, and Canadians living and working near where the summits took place. We took this responsibility seriously, and we are proud of the men and women who ensured their protection.

If the member has any specific complaints in respect of any of the police officers, there are appropriate authorities to which she can take those complaints.

Mr. Speaker, unlike any other nation, Canada has been complete in detailing the costs of these summits. It is further proof of our government's commitment to transparency and accountability.

As the host nation of unprecedented, back-to-back G8 and G20 summits, we are proud of the success of these two summits.

As we have said all along, the majority of the costs for the summits were security related. Approximately 20,000 security personnel were tasked with safeguarding both summits.

Disclosing the full to date details of the costs of these summits is further proof of our government's commitment to transparency and accountability.

Mr. Speaker, the members opposite continue to put false information on the record. For example, yesterday a member opposite raised the Seoul summit and indicated that it would cost 2% of what it cost the Conservatives. In fact, when the South Korean ambassador was asked if the total security bill would climb above $1 billion, he said, “probably yes. With this kind of indirect contribution by Americans, yes”.

Mr. Speaker, we are proud of our accomplishments at the G8 and the G20 summits. Canada is leading the global economic recovery, as well as international efforts to aid developing countries.

As we have said from the beginning, these were legitimate expenses, the majority of which were for security. There were approximately 20,000 security personnel on the ground during the summits. The violence and the destruction that occurred proved the need to ensure that those who attended the summits were protected.

Madam Speaker, I rise on a point of order.

Earlier the government tabled an international agreement, but we neglected to table an additional agreement, which I do now. I am tabling a protocol amending the air transport agreement between the Government of Canada and the Government of the United Mexican States, done at Mexico City on December 21, 1961, as amended, done at Ottawa on May 27, 2010.

Mr. Speaker, as soon as I learned about this event, I asked the RCMP to explain its involvement. I have asked it to immediately cease any participation.

Let me be clear. Canada's national police force must have no involvement in any event organized by those who promote extremism and hatred.
