Agriculture and Agri-Food  Madam Speaker, I am pleased to announce that just a few hours ago the Prime Minister announced the creation of an Indo-Pacific office for agriculture and agri-food. That is excellent news for our agricultural producers and our exporters of excellent Canadian food, as we know. The team will be able to help them remove trade barriers, diversify markets, increase exports, grow our economy and obviously continue to contribute to global food security.

Dairy farmers will share an additional $1.2 billion, or roughly $106,000 for an average farm of 80 cows. A new innovation program is being implemented with $300 million for surpluses in non-fat dairy solids.

Judges Act  Madam Speaker, an agreement could not be reached under the provisions of Standing Orders 78(1) or 78(2) with respect to the second reading stage of Bill C‑9, an act to amend the Judges Act. Under the provisions of Standing Order 78(3), I give notice that a minister of the Crown will propose at the next sitting a motion to allot a specific number of days or hours for the consideration and disposal of proceedings at the said stage.

Agriculture and Agri-Food  Mr. Speaker, the biggest threat to our food security is definitely the climate crisis and droughts. When we face droughts or floods, as we did last summer, we have a lot of trouble with food production. That is why are partnering with farmers. We are providing them with financial incentives so they can adopt good practices, reduce emissions and be more resilient in the face of the climate crisis.

It was more than $4 billion. Recently, we have invested $1.5 billion in agri-environmental programming because our farmers know that the biggest threat to their production is climate change.

I will talk about the clean technology program, as one example, because we know that farmers need equipment, and they need new technologies to be more energy efficient to be able to do precision agriculture to fight against climate change, which is the real threat to food security.

Agriculture and Agri-Food  Mr. Speaker, once again, I agree with my colleague that our farmers work extremely hard and that, just like society as a whole, they are faced with very high prices right now for food, inputs and energy. That is why we are helping them in different ways. Last year, the Department of Agriculture had its largest budget ever, with $4 billion for the agricultural sector.

We had a historic budget for the agricultural department last year of more than $4 billion. It did not happen with the previous government, I can assure the member, because it had cut the budget of the business risk management programs and many other programs, while we have increased the budget for the business risk management programs.

That is why I was very pleased to recently announce 47 projects totalling $15 million under the agricultural clean technology program. These projects will provide subsidies for the purchase of energy efficient equipment, for precision agriculture and for reducing emissions.

That is why we are working closely with the various agricultural industries to help our farmers. For example, we made changes to the advance payments program so that farmers can access advances and loans with an interest-free portion.

We fully understand that fertilizers are important for our agricultural producers and for our food security. We are working closely with the industry, with Fertilizer Canada and with many sectors that support us, that want to do more and that appreciate our subsidies, including those for clean technologies and best practices.
