Criminal Code  Madam Speaker, in his speech, my colleague quoted one of his favourite sentences, and I would like to hear his comments on the following sentence: Perfection is the enemy of the good. Are we not letting people suffer as a result of the constant desire to set limits and constraints?

Business of Supply  Mr. Speaker, I heard my colleague talk a lot about humility, particularly near the end of her speech. If she recognizes that climate change is real and that we failed to take action for years, whether under the Conservative government or during the past eight years under the Liberal government, then is it not true that the first lesson in humility is admitting one's mistakes and trying to make amends?

Business of Supply  Madam Speaker, I thank my colleague for his speech and for the NDP's consistent attempts to establish a baseline for policies in Canada. I would like him to share his thoughts on the federal government's attitude toward everything Quebec has been doing for decades to make its energy supply almost 100% clean, even though past premiers and ministers had to turn to Wall Street for funding because the Canadian government did not want to help them.

COVID-19 Economic Measures  Mr. Speaker, 10,000 companies in Quebec and 50,000 companies in Canada are losing their funding after receiving support from the emergency business account during the pandemic. Ottawa has deemed them ineligible for forgivable loans of $10,000 to $20,000 after the fact and is now requiring them to pay that money back.

Committees of the House  Madam Speaker, I congratulate my honourable and very esteemed colleague for his very eloquent speech. I would like to hear more from him on a contradiction that is quite surprising to members from Quebec arriving in the House of Commons. Indeed, we hear members from English Canada make utterly disgraceful statements about Bloc Québécois members, and yet we are the ones who must stand in the House to call members from both of the main parties to order.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I thank my esteemed colleague for his comment, which gives me a chance to finish my speech. The economic statement contains nothing in the way of impactful, innovative measures. At best, it rehashes things we have seen before, such as the FHSA. Worse still, the Government of Quebec has to make up for Canada's lack of vision.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I thank my colleague for his question. If I understood correctly, he is asking me what I think about the current government's industrial policy. In fact, it is almost non-existent. As I said, the key or strategic industries are totally ignored, unfortunately. There are plans and promises, but sadly, there is nothing concrete.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I thank my hon. colleague for her wonderful question, which gives me an opportunity to talk about a third measure that was conspicuously absent from the economic statement, and that is a major EI reform. The government is saying that we are entering a recession, so why has it not already reformed the EI system to make seasonal workers eligible?

Fall Economic Statement Implementation Act, 2022  Madam Speaker, once again, I think it is one of the measures that is probably good, but clearly inadequate. As I said, the Government of Canada is missing the boat. Actually, the boat is sinking. I refuse to see my country, Quebec, go down with it.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I am particularly pleased to speak after my colleague from Longueuil—Saint-Hubert, who masterfully demonstrated how inadequate the government's measures are. I am going to give three examples. We have talked a lot about the economic statement. It has been examined from every possible angle, so I have chosen three measures that I see as either insufficient or counterproductive.

Auditor General  Mr. Speaker, there have been discussions among the parties and if you seek it, I believe you will find unanimous consent to adopt the following motion: That this House reaffirms its full and complete confidence in the Auditor General and the importance of her independent work, and emphasizes the quality of the information, advice and reports concerning the management of public funds in Parliament.

Telecommunications Act  I have a great audience tonight, Madam Speaker. I hope I will be able to concentrate. Stephen Hawking once said, “We are all now connected by the Internet, like neurons in a giant brain.” In this giant brain, good Internet is equivalent to a high IQ. It lets us go further in life.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I want to congratulate my hon. colleague on his speech. I agree with him. He is very eloquent. I would like to hear his thoughts on the fact that the economic statement is yet another example of centralization. I think he mentioned the importance of small and medium-sized businesses for the economy and the entrepreneurial base.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I would like to begin by thanking my colleague for his speech. It is always nice to hear speeches with a focus on the economy. As an economist myself, I would like to ask him the following question. Is it not true that a healthy competition regime is the cornerstone of a healthy economy?

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, this morning, the Auditor General tabled four reports. In one of them, she mentions that Infrastructure Canada and the Canada Mortgage and Housing Corporation are not talking to each other at all about the national housing strategy. There is a glaring communication problem.
