Canada-United States-Mexico Agreement Implementation Act  There was the agreement with South Korea and a tonne of bilateral agreements. There are really only two or three free trade agreements that were not negotiated by Conservative governments: the Israel free trade agreement, which we modernized, and I think maybe the Chile agreement. However, by and large, 98% of our export access was negotiated by Conservatives.

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, I asked a question. It would have been enough to answer me, but as usual the Liberal government prefers to attack the NDP. As far as trade agreements are concerned, the NDP has always supported trade agreements that are fair, while the Conservatives and Liberals never talk about fair trade agreements.

Extension of Sitting Hours  -Mexico agreement, the new NAFTA, where the Liberals capitulated to the American administration on replacing the North American Free Trade Agreement. On the NAFTA negotiations, the Prime Minister wasted a once-in-a-lifetime opportunity to get a better deal. However, Conservatives worked hard to get tariffs removed, and we recognize how important free trade with the United States is.

Cruelty-Free Cosmetics Act  Madam Speaker, I am pleased to rise on Bill S-214 in the House of Commons. Like the previous speakers, I certainly would like to thank all those Canadians who have been actively engaged in putting the spotlight on this issue of cruelty in testing on animals, particularly in cosmetics, and who have also been urging members of Parliament to adopt the bill.

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, I thank the member for Windsor—Tecumseh for speaking so eloquently on trade issues, as she has throughout this Parliament. She has been very effective. Living close to the border, she understands the issues and the importance of having a strong partnership with the United States, but also the importance of having Canadian governments actually stand up for Canada.

He has been a long-standing leader in the House talking about both border issues and our relationship with the United States. As a result of his expertise in industry and the automobile sector, he understands the importance of Canada being strong when we negotiate agreements.

Canada–Madagascar Tax Convention Implementation Act, 2018  Madam Speaker, we are supporting Bill S-6 because we have read the bill and we know that the Madagascar taxation rate is roughly similar to Canada's. Other taxation agreements that the government has signed, or tax arrangements with overseas tax havens, we do not support. When the tax level is 0%, it is a tax haven.

Canada–Madagascar Tax Convention Implementation Act, 2018  Madam Speaker, we are supporting Bill S-6 because Madagascar is not a tax haven. As well, a double taxation avoidance agreement means that companies have to pay their fair share of taxes either in Canada or Madagascar. Unfortunately and tragically, the government's record has been absolutely deplorable.

I have often enjoyed our differences and sometimes our similarities when speaking to issues. However, he is right on the account that the government is such a pale imitation of what it purported to be back in 2015.

Business of Supply  Mr. Speaker, if anyone thought that there was no reason to adopt the motion that the NDP is presenting today, which the NDP leader has just spoken to so eloquently, the motion that the Prime Minister and the Minister of Environment and Climate Change declare an environment and climate emergency, if anyone thought that somehow that should not be a priority, that person should talk to the many flood victims we have seen in Ontario, Quebec and New Brunswick just over the course of the last few weeks.

Canada–Madagascar Tax Convention Implementation Act, 2018  Madam Speaker, I have to come back to the member for Calgary Shepard, because having been one of the only members in the House of Commons who has actually been ankle deep in oil, having worked at one of the closed oil refineries, I have to state, for the record, that the Conservatives are not only incoherent and illiterate on energy policy and renewable energy policy, but the example the member has just given shows how completely out of touch the Conservatives are when it comes to the basic economics of exporting raw bitumen.

Petitions  Mr. Speaker, I am pleased to present a petition today signed by residents of New Westminster—Burnaby and Surrey, British Columbia. They add their names to thousands of Canadians, and particularly British Columbians, who have spoken out. The petitioners are calling on the government to abandon the Trans Mountain pipeline expansion project.

Canada–Madagascar Tax Convention Implementation Act, 2018  Madam Speaker, I always find the member's perspective interesting. As he know, the NDP government of Manitoba told the corporate sector that it had to pay its fair share of taxes. The NDP did not allow loopholes and it did not allow tax havens. That is the difference between the two parties.

Canada–Madagascar Tax Convention Implementation Act, 2018  Madam Speaker, the member for South Okanagan—West Kootenay has been a very strong advocate for fair taxation in this House over the last few years, which is why he is much beloved by his constituents. He is also one of the hardest-working members of Parliament I have ever seen in the House of Commons.
