Fall Economic Statement  Mr. Speaker, as my colleague from Joliette said, the economic statement mentions a number of problems. It talks about supply chain issues, inflation and the possibility of a looming recession. Unfortunately, it did not take us long to realize that the economic statement lacks tangible measures.

It is important to remember that we are here to talk about the awarding of a clearly questionable contract. Under the Liberal government, WE Charity was awarded at least five contracts worth $120,000, as well as $5.2 million in grants and contributions. WE Charity received a $19.5-million untendered contract to administer and distribute $9 billion in student grants.

Business of Supply  Madam Speaker, I would like to start by taking the time to read the motion the Conservative Party moved today: That, given that, (i) the cost of government is driving up the cost of living, (ii) the Parliamentary Budget Officer states that 40% of new spending is not related to COVID-19, (iii) Canadians are now paying higher prices and higher interest rates as a result, (iv) it is more important than ever for the government to respect taxpayer dollars and eliminate wasteful spending, the House call on the Auditor General of Canada to conduct a performance audit, including the payments, contracts and sub-contracts for all aspects of the ArriveCAN app, and to prioritize this investigation.

Cost of Living Relief Act, No. 2.  Madam Speaker, I absolutely must comment on something I heard from my colleague. Apparently, the Bloc Québécois considers Ottawa to be an ATM. I have a simple question. Who puts the cash in this ATM? We do. It is our money. If my colleague really thinks that Quebec is just asking for money and not contributing any, why is it that this bill gives us only 13% of the money, when we send over 18% of our money to Ottawa?

Cost of Living Relief Act, No. 2.  Mr. Speaker, I will just reiterate the main point I made in my speech. I personally truly believe that, yes, any child in Manitoba, Saskatchewan or New Brunswick can access dental care, but that is the provinces' job, not the federal government's.

Cost of Living Relief Act, No. 2.  Mr. Speaker, I do think this bill is probably well-intentioned, which is why we voted in favour at second reading. However, it is not well-thought-out and it has many flaws, which we constructively criticized during the committee's study. It is funny because, in a democracy, people should be able to make constructive suggestions, but none of ours were retained.

Cost of Living Relief Act, No. 2.  Mr. Speaker, I thank my colleague for her question, and I especially appreciate her effort to ask the question in French. Unfortunately, not enough members make the same effort in the House. To answer her question, basically, Quebec children already have access to dental care, either through the Régie de l'assurance maladie du Québec or through group insurance, which is very advanced because we are a progressive country, or rather a progressive province.

Cost of Living Relief Act, No. 2.  Mr. Speaker, is it not ironic that it should take a separatist to remind the House how the Canadian Constitution works? The government reminds us at every opportunity that we must not touch the Constitution and that all related matters are not important to Quebec, Quebeckers and Canadians.

Business of Supply  Madam Speaker, I thank my colleague for his speech. He criticized the government for being out of touch. That surprised me, considering that the opposition motion would reduce the cost of heating, but not until April. We all know people do not heat their homes as much in April.

Strengthening Environmental Protection for a Healthier Canada Act  Madam Speaker, I thank my colleague for his speech. I do have a question for him about the principle that is included in the bill, specifically with respect to creating a healthy environment for all Canadians. If that is the government's intention, why not talk to its Canadian partners about including this principle in the Canadian Charter of Rights and Freedoms?
