Canadian Heritage committee  Mr. Denton, thank you. Mr. Trudel seems to be raising his disagreement with you on that. If I were to give you an opportunity to respond or address some of the arguments that he is making, would you wish to do that?

Canadian Heritage committee  Thank you, Chair. My first question will be for Ms. Roy. Thank you so much for taking the time to be with us again today. I certainly enjoyed hearing your opening statement. I'm just looking for you to expand on a statement you made during your last visit at this committee. You talked about how you were prevented from succeeding because of gatekeepers that existed within the traditional media world.

Canadian Heritage committee  Thank you. Ms. Roy, it's been made clear by the chair of the CRTC, Mr. Scott, that user-generated content is in fact in and that it can be regulated. The CRTC does have the power to do so. Now, of course, they're trying to assure us that they are not going to. Nevertheless, the provision is there.

Canadian Heritage committee  Help me understand that last comment you made, that you don't see many faces that look like you. What do you mean?

Canadian Heritage committee  Would you say that there has been opportunity for you as a visible minority to create success for yourself within a digital platform?

Canadian Heritage committee  I'm super-impressed. I want to be like you when I am 45. For my next question, I want to ask you about CanCon and discoverability. Under Bill C-11, we know that anything that falls within the definition of CanCon will be bumped up in the queue. In other words, it will be forced in front of the eyeballs of Canadians in order to give it preference, in order to “promote” it.

Canadian Heritage committee  Thank you, Mr. Benzie. I'm just going to go in a slightly different direction. You made a comment before with regard to digital first creators. You said one of the things that contributes to their great success is the fact that they don't have to deal with gatekeepers. Tell me a little bit more about that.

May 30th, 2022Committee meeting

Rachael ThomasConservative

Canadian Heritage committee  Mr. Benzie, how does this bill distort that then? Would they still have access to these platforms without the traditional gatekeepers, or would that be distorted?

May 30th, 2022Committee meeting

Rachael ThomasConservative

Canadian Heritage committee  I want to tap into that just a little bit more here, because what you're saying, basically, is that, if we put walls around Canadian producers, content creators, in order to “protect” them, we will also harm them. What do you mean?

May 30th, 2022Committee meeting

Rachael ThomasConservative

Canadian Heritage committee  Essentially, what you're saying is that it's going to harness them. It's going to prevent them from being able to go the distance that they could on their own.

Canadian Heritage committee  Thank you. My first question is for Mr. Benzie. When we look at this bill, it could be divided up into a couple of different sections. One would be the monetary repercussions that it is going to have, in particular for large streaming companies, such as the Netflixes and Disneys of the world.
