Procedure and House Affairs committee  What they care about is rigging the next election and getting the fix in early by getting their election law, the Conservative election law, the unfair elections act. We have much to learn from those who came before, and I can tell you, Chair, that it cost them in their own time and their own constant dollars just as much money as it would have cost us, and it would have taken just as long, maybe even longer.

Privilege  I find that very troubling. I think we should be able to get to the bottom of it. Calling Bill C-23 the unfair elections act is merely marketing; it is hardly misleading the House. Everyone knows that we are talking about Bill C-23. Some of us, myself included, Preston Manning included, find Bill C-23 going entirely in the wrong direction.

Privilege  That is not the bill being debated in the House. It is the fair elections act. They refer to it as the unfair elections act. I do not know what they are referring to. The name of the bill is fair elections. There is partisanship on display, big time, yet again.

Democratic Reform  Mr. Speaker, like so many things this government does, the unfair elections act was simply thrown together, and the only consultations the government did were with other Conservatives. This bill takes away the commissioner's direct signing authority at Elections Canada.

Committees of the House  Speaker, the Prime Minister and all Conservatives just now voted to delay a debate that was going on in the House about a Conservative MP who misled Parliament about the Conservatives' own unfair election act. This is what they have resorted to, because they do not have the facts on their side. They do not have evidence on their side. They have to make up stories about election fraud that they claim to have witnessed and then claim to have not witnessed.

Committees of the House  He told something that was not true in order to rationalize a bad election bill, an unfair election act that would deprive many Canadians of their right to vote and would muzzle the Chief Electoral Officer from talking to Canadians and encouraging them to vote. What modern G8 country would ever have such a thing, where the Chief Electoral Officer is banned from talking to the electorate about the importance and need for voting, particularly those groups who do not vote: poor Canadians, young Canadians, aboriginal Canadians?

Committees of the House  My friend down the way has a great deal of respect and must be aware that he is being used by the PMO in order to delay the House for three hours through this tactic rather than discuss the merits of one of his colleagues who knowingly misled Parliament in order to justify and rationalize the Conservatives’ unfair election act. That is what this is about. I have respect for my friend down the way. I have respect for his memory and his love of this institution. Therefore, he cannot be ignorant of the fact that in participating in this debate in the way they are, by obstructing Parliament's debate over a member of the Conservative Party having misled Parliament, is an affront to this place.

Democratic Reform  Mr. Speaker, this weekend, people I spoke with about the unfair elections act expressed deep concerns that Conservative changes could make it less likely that new Canadians will vote. Instead of empowering immigrant communities, the proposed changes in Bill C-23 to remove the ability of Elections Canada to educate risk disenfranchising these Canadians.

Why is the minister using this bill to make it harder to vote instead of helping Elections Canada to better recruit and train election-day workers?

He said changes on how polling supervisors are selected are “...completely inappropriate in a democracy”. Canadians are tired of the Conservative government rewriting rules to benefit itself.

Supreme Court Act  We see this every day in the House, where Conservative members read scripts attacking others, heckle and shout at other members when they speak, and generally operate on the principle of division and negativity. My assertion is merely confirmed with the their new unfair elections act, which is a transparent attempt by Conservatives to game the system for political advantage. We have, as Bob Rae rightly suggested, elected a motorcycle gang in Ottawa, a group that will do and say anything to win.
