National Defence  Mr. Speaker, for decades senior officials refused to acknowledge the sexual misconduct crisis in the military. While survivors finally received an apology, that culture of secrecy remains. Just this month, the media reported the existence of documents on sexual misconduct that the Department of National Defence previously denied.

Telecommunications Act  Mr. Speaker, I sit on the national defence committee, and we are discussing a lot about cybersecurity, which relates to the debate today. Obviously, the armed forces are having quite a recruitment retention issue, but across the board we are seeing this with the labour shortage.

Telecommunications Act  Madam Speaker, I want to thank my hon. colleague for his speech and his series of responses. I also want to thank him for being the chair of the defence committee. I know this is a little outside the topic of the bill, but I had asked a another colleague from the same committee two questions that have come forward during our study of cybersecurity.

Telecommunications Act  Mr. Speaker, I want to ask some questions of the hon. member that are more related. I know it is a bit away from this bill, but he mentioned in his speech the work we are doing in our defence committee on cyber-defence and cybersecurity. I have two questions. There have been calls for the International Criminal Court to declare cyberwarfare an actual war crime.

Business of Supply  Mr. Speaker, despite months and months of railing against coalitions, now the Conservatives are asking for support from the NDP. However, I digress. I want to emphasize that the NDP was the first party to openly come out and say a public inquiry is absolutely necessary. We were the first ones to push that.

Petitions  Mr. Speaker, I am honoured to stand and present e-petition 4217, signed by 1,393 signatories. They are calling on the government and the House of Commons to conduct and publicize a comprehensive study on the financial, climate, environmental and social costs and risks of the F-35 fighter jets.

Questions Passed as Orders for Returns  With regard to civilian work within the Department of National Defense, broken down by fiscal year and province or territory since 2015-16: what is the total value of external contracts issued for (i) food services, (ii) cleaning, (iii) facilities maintenance, (iv) firefighting, (v) administration, (vi) information technology services, (vii) power engineers and heating, ventilation, and air conditioning services?

Foreign Affairs  Madam Speaker, far-right ministers in Israel are celebrating horrifying attacks on Palestinian civilians. They are engaging in dehumanization, threatening democratic institutions and calling for violations of international law. Thousands of Israelis are on the ground, right now, protesting the actions and the rhetoric of their government.

Online Streaming Act  Madam Speaker, I want to thank the hon. colleague for making a lot of sense of this bill. It can be complicated, and there has certainly been a lot of back and forth that has made this bill seem different from what it actually is. I am glad he was able to nail that down. I appreciate that.

Online Streaming Act  Madam Speaker, the Coalition for the Diversity of Cultural Expressions said, “The pandemic has considerably accelerated the transition to streaming to the benefit of foreign platforms that have no obligation to showcase local cultural expressions.” A lot of jobs were of course lost during the pandemic.

Ukraine  Mr. Speaker, I rise today to express my gratitude to members of the Canadian Ukrainian Logistics Division. This is a group of Londoner volunteers who use their experience in military and policing to organize and deliver aid directly to Ukrainians. Steve Long, Rafal Schubert, Scott McCallum and Peter Kwiatkowski first travelled to Ukraine last may to track London community donations and deliver supplies.

Taxation  Mr. Speaker, Canadian brewery workers are worried. Labour unions representing them, including Unifor and SEIU, are sounding the alarm because the federal government plans to increase beer taxes by 6.3% on April 1. This would be the largest federal beer tax increase in the last 40 years, and it is happening with no debate in Parliament.

Telecommunications Act  Madam Speaker, just before the hon. member's speech, we heard from a Liberal member. One of the things the member spoke about in his speech was specifically that the government knows best and to just trust the government on this and we will be fine. That came out of one of the answers to a question I asked.

Telecommunications Act  Madam Speaker, I too reiterate the thoughts of my Bloc colleague that we are quite behind in this with respect to what other countries are doing. However, my concern has to do with the broad scope of powers being granted to the minister in this bill. It was specifically written so that some of these orders were not published in the Gazette, so I would really love to hear from the hon. member why the bill was crafted specifically to keep that public piece of information out.

Petitions  Mr. Speaker, I am honoured today to stand in this place to present a petition signed by over 14,000 people from across the country. Due to the fact that counselling therapy and psychotherapy have long been extremely beneficial tools for those seeking mental health supports, and that registered therapists and psychotherapists in Canada are required to charge GST and HST, while other service providers are exempt from charging this tax, the petitioners are calling on the government to remove that unfair GST/HST requirement for all counselling therapists and psychotherapists.
