Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, usually the other parties accuse us of picking fights, but apparently it is not the Bloc this time. Here is my question relating to my hon. colleague's speech. In the economic update, the government held the Canada health transfer to the legal minimum, which is 3%.

The motion adds oil companies and big box stores to the list. Can the member explain why the Liberal government does not support this motion? Is it because they want to protect oil companies?

Business of Supply  Madam Speaker, I want to thank my hon. colleague for her very refreshing speech. It is good to hear people propose progressive, tangible ideas. The Liberal Party had already promised a 3% surtax during the election campaign. The NDP's motion today expands the application of that surtax to oil companies and big box stores.

Does my hon. colleague not think the government should do more to go after wealthy companies and make them pay more, in order to help the most vulnerable?

Business of Supply  Mr. Speaker, I thank my colleague for his question. Equity and social justice are extremely important to the Bloc Québécois. In this particular case, we are talking about a 3% surtax, that is, from 15% to 18%, for companies that already have profits over $1 billion, so it amounts to a redistribution.

Indeed, the prosperity gap has only increased over the last few decades, as economists like Thomas Piketty have pointed out. These prosperity gaps are getting wider and wider. The majority of the population is feeling a growing sense of injustice, which is not being addressed.

The thing we agree on is the presence of Quebec and Canadian content on platforms. If this is what matters, why exclude algorithms from the methods to ultimately achieve the same result?

Emergencies Act  Mr. Speaker, I thank my colleague for her speech, in which she very eloquently explained all the reasons for which this legislation was not necessary. Does my hon. colleague agree that, even if it was necessary to use the Emergencies Act in downtown Ottawa, the law could and should have been limited to this city instead of being enforced across Canada?

Emergencies Act  Madam Speaker, I would like to thank my hon. colleague for his question, which allows me to repeat something I said. Yes, integrating the various police forces was probably necessary, but the Emergencies Act was not needed in order for the various police forces to work together and coordinate.

Emergencies Act  Madam Speaker, I thank my hon. colleague, with whom I have the pleasure of sitting on the Standing Committee on Public Accounts. I agree that this is a huge smokescreen. As I said in my speech, there was no need for this legislation. Given its minority status, the government does not have the democratic legitimacy to impose such a far-reaching measure.

I hope that I explained in my speech, and now in my answer, that this blockade should never have taken place. The government's mistake was to allow the protesters to settle in and get organized.
