Communications Security Establishment  Speaker, I wish to inform the hon. member that the Minister of Justice is continuing to address the concerns of those who have criticized the s.690 process by improving its procedures. Several steps have been taken to this effect. The minister's decision in the application regarding Colin Thatcher was published to make the public aware of how the process works and what principles apply to govern the use of the s.690 powers.

Canada Water Export Prohibition Act  Examples are the United States-Canada boundary waters treaty of 1909 and the 1944 boundary waters treaty between Mexico and the United States. It would seem that any reasonable person would be completely satisfied that all the t 's had been crossed and the i 's dotted. But of course we are not all lawyers. Lawyers can find tiny holes and drive trucks through them. Before we know it, water could be making its way south of the border.

Canada Endangered Species Protection Act  Her creditors foreclosed on the property and she lost everything. The government gave her no compensation. Bill C-65's second flaw is that it jeopardizes the rights and livelihood of responsible land owners by expanding the rights of activist groups to go to court to stop resource development. It is interesting that those who turn in a neighbour can remain completely anonymous, not allowing the accused to face the accuser.

British Columbia  In 1951 the first census that included all 10 provinces showed that B.C. had only 8.3 per cent of Canada's population. Today it has 12.9 per cent. Another indicator of B.C.'s growth is a comparison with the second largest province, Quebec. In 1951 B.C. had 25 per cent of Quebec's population. Today it has 52 per cent. Despite these numbers B.C. gets only one-third of the amount of federal dollars that Quebec receives for each immigrant.

Canada Water Export Prohibition Act  The policy opposes large scale water export, as by diversion of lakes or rivers, but allows for consideration of small scale exports under provincial licensing, providing that federal interests such as navigation, fisheries, aboriginal rights and external trade and treaties are taken into account. The Government of Canada therefore supports B.C.'s decision to prohibit the large scale or bulk export of fresh water from the provinces. The province's legislative initiative will encourage a growing water bottling industry and at the same time protect its salmon fishery and other public values.

Criminal Code  moved: That Bill C-17 be amended by adding after line 15 on page 48 the following: 1995, c. 22, s.6 "107.1 Paragraph 742.1(b) of the act is replaced by the following: (b) is satisfied that serving the sentence in the community would not endanger the safety of the community and would be consistent with the fundamental purpose and principles of sentencing set out in section 718 to 718.2," That Bill C-17 be amended by adding after line 13 on page 66 the following: 1996, c.34 An act to amend the Criminal Code (judicial review of parole ineligibility) and another act 139.1 Section 8 of an act to amend the Criminal Code (judicial review of parole ineligibility) and another act is replaced by the following: Paragraph 745.63(1)(d) of the Criminal Code, as enacted by section 2 of this act, applies in respect of hearings held after the coming into force of this section with respect to applications for judicial review in respect of crimes committed before or after the coming into force of this section.
