Child Poverty  The NDP governments of British Columbia and Saskatchewan are addressing child poverty by investing in programs to help these children and their families. Meanwhile, the only investment the Liberal government made was to pass Bill S-9 which gave millions of tax dollars to wealthy Canadians through generous tax breaks. When is the government going to make a committed investment in the future of children living in poverty with a national child benefit instead of giving huge tax breaks to the very wealthy of this country?

Excise Tax Act  The government is being neither professional nor honest in this matter. Now, a quick word in closing on Bill C-70's supposed elimination of tax on books. Another snow job by the Liberal government in an effort to hide its mistakes. Bill C-70 provides for the elimination of taxation on books purchased by literacy and teaching institutions only.

Davis put together a study on what would happen in Alberta if a harmonized sales tax were applied in Alberta. Canada-Hungary Income Tax Convention Act, 1994  Madam Speaker, I rise today on behalf of the Reform Party to address Bill S-2 which in essence establishes conventions between Canada and a number of other countries so as to prevent income tax evasion and double taxation of workers from Canada, Hungary, Nigeria, Zimbabwe, Argentina and the Netherlands while working abroad in these countries.

Canada-Hungary Income Tax Convention Act, 1994  I welcome this opportunity to speak on behalf of the Bloc Quebecois in this debate on Bill S-2, which, as the hon. member explained, proposes to implement income tax conventions between Canada and Hungary, Nigeria, Zimbabwe, Argentina and the Netherlands. The purpose of tax treaties is to avoid double taxation of business profits in the case of companies that have branches or affiliated companies in the other country.

Excise Tax Act  It is cash starved and it is going to get it any way it can. BST, blended sales tax, HST, harmonized sales tax, GST, PST, ST, S, whatever we want to call these things, the taxpayer is sick and tired and fed up. If there is one thing I can forecast in this country it is that the Liberal government will fall on its inability to understand that people are sick and tired of taxes for the sake of money going to the wrong places in this country.

Since that bill was written, two more fuels have emerged with great potential, not only for the economy of western Canada, but also to enlarge the options available to individuals. The question was raised why is legislation preferable to guidelines.

Alternative Fuels Act  Individuals and groups should be managing their own resources, finances and otherwise and developing a plan conducive to their own situation to achieve this goal. Bill S-7 is in the realm of management, as I stated earlier, not law. Why is it deemed necessary to be concerned about the speed at which this is occurring? Obviously there are barriers present and the nature of today's marketplace may well be one, as resources for alternate fuels are few and far between.
