Human Resources committee  Thank you, Mr. Chair. NDP-3 was adopted, so it's behind us. Now, on BQ-2, Madame Chabot is moving the amendment in a new form by simply keeping paragraph (b), which says, "by adding after line 4 on page 5 the following: (c) any employee." That's all that's left.

Human Resources committee  You can read, "or any employee of another employer." It's added just after that as a new paragraph: “(c) any employee."

The Clerk

Finance committee  Thank you, Mr. Chair. Since the adoption of the amendment to BQ-2, there is a necessity to add to subsection 74.01(1.1) of the act, a new amendment. I can read what it looks like or sounds like. We're going to add after line 18 on page 428 a new subclause, 236(1.1), which reads as follows: Subsection 74.01(1.1) of the Act is replaced by the following: “The following” is the text that was sent by the clerk a few minutes ago, from Mr.

The Clerk

Finance committee  No. It's the same act that's being amended. It's just amending another section of the act. That's all. It's the same act.

The Clerk

Finance committee  Thank you, Mr. Chair. Mr. Turnbull, you can correct me as we go if I am going in the wrong direction. We would have to create new clause 233.1 after line 30 on page 426. The text would read, “Subsection 52(1.3) of the Act is replaced by the following”, and then the text would be the text that you sent by email regarding drip pricing in subsection 52(1.3), in French and English.

Finance committee  Thank you, Mr. Chair. It would be better to move them one at a time rather than globally. We would go in the order in which it proceeds through the bill.

The Clerk

Finance committee  It would be NDP-5 first.

April 30th, 2024Committee meeting

The Clerk

Finance committee  Thank you, Mr. Chair. Usually it would be up to the legislative drafter to draft the amendments properly with the page and line number. Let's say, for example, that a parliamentarian says he wants to move an amendment to clause 8 to change a coming-into-force date. We don't know where that is in the bill unless we have been told where that is.

Transport committee  Thank you, Mr. Chair. Mr. Strahl, the amendment that was brought forward by the Bloc Québécois is to section 62 of the act, which deals with regulations, so that's why it is allowed there. Clause 120 of the bill also deals with the regulations. Your subamendment, which is more of a new amendment than a subamendment, cannot be brought up in section 62 of the act because it would be right in the middle of all the regulatory power, whereas it addresses the coming into force of a particular provision of the act.

The Clerk of the Committee

Transport committee  I don't want to get into a legal argument here, because I'm probably not qualified. Maybe somebody across the way is more qualified than I am. However, I don't think the subamendment from the NDP touches on the coming into force of anything. It just explains the timeline, basically, for what things could happen or not.
