Criminal Code  Mr. Speaker, I know we are pressed for time, and I will simply say, it is all about sentencing and the reduction of sentences. That is the only impact this will have. This will shorten sentences, clear across the board, for those offences identified.

Criminal Code  Mr. Speaker, one has to debate whether or not the system of appointing judges was flawed in the first place. Second, it took the government a full year to stand up its judicial advisory committee. If we wonder why we have a backlog in our system, it is because the government “drug” its feet.

Criminal Code  Mr. Speaker, I rise today to speak to the Liberal government's justice reform bill, Bill C-75. If the parliamentary secretary was worked up during his presentation, I cannot wait until he hears what I have to say. Sadly, I cannot find a lot of good things to report about the bill, to report to my constituents or to Canadians at large.

Questions Passed as Orders for Returns  With regard to instructions, memorandums, or orders provided by the Minister of Public Safety and Emergency Preparedness or the Department of Public Safety and Emergency Preparedness to Correctional Services Canada, since November 4, 2015, related to incarceration or prison population levels: what are the details of each, including (i) date, (ii) sender, (iii) recipient, (iv) title, (v) summary of contents, (vi) file number?

Addictions  Mr. Speaker, communities across this country are grappling with proposals for supervised consumption sites in an effort to reduce the negative impacts of drug addiction and abuse. We all recognize the important public health benefit of keeping people safe and minimizing death, disease and injury, but there has to be room for different harm reduction strategies.

Business of Supply  Mr. Speaker, unfortunately what the hon. member's question invariably did was to mislead Canadians. It speaks specifically to an action in 2014 by the previous government that cut excess fat from the back offices of those agencies, not operational funding for frontline personnel.

Business of Supply  Mr. Speaker, I do not need a copy of Bill C-59 because I have read it. What it does is water down our national security and RCMP and policing agencies' ability to do exactly that, which is to fight terrorism. It makes it a lot more difficult for police to share information from one agency to another agency in Canada on terrorists, on those returning, on those activities within the country.

Business of Supply  Mr. Speaker, late in the mandate under the previous government, the law allowed for people to be charged for travelling to commit terrorist offences or to be involved in terrorism. Three individuals were charged under the previous government and we have to appreciate it was late in the mandate that this came into effect.

Business of Supply  Mr. Speaker, I want to echo the sentiments of my colleagues in the House on the anniversary of the attack on Parliament Hill, and to pay my respects to those who lost their lives serving our country and who on that day were willing to do so to protect those in this place. As well, I will be splitting my time with my colleague from Cypress Hills—Grasslands.

Business of Supply  Mr. Speaker, my colleague made a statement that under the previous government no charges were laid for travelling for terrorism. I would like to ask him if he remembers when that became a law. It was in 2015, just before the writ was dropped. When has his government charged anyone for this offence?

Public Safety  Mr. Speaker, Canadians should be concerned. Canada's traditional security allies, like the United States and Australia, have banned Huawei from their 5G networks. We know that Huawei is controlled by Communist China. We also know that Communist China continues to conduct security breaches and security attacks against Canada and has a history of corporate espionage.

Foreign Investment  Mr. Speaker, the United States' two political parties are united on one thing: they oppose Canada's opening itself up to China's telecom giant Huawei by including it in our 5G network. This increases the risk of the Chinese spying on Canada and our allies. We know that China stole Canadian technologies, resulting in the loss of thousands of jobs, and now the Liberals are failing to protect Canadian security and jobs.

Public Safety  Mr. Speaker, one of the only Canadian firearms manufacturers has stalled production, pending confirmation of the firearms marking regulation set to come into force December 1. Twenty-five thousand people are employed by 4,500 firearms businesses in Canada and they just want to get on with their business.

Public Safety  Mr. Speaker, it is clear from the parliamentary secretary's response that the Liberals do not understand the question and are certainly failing on another issue. Thousands of small businesses need clarity today on whether the government is going to move ahead with this poorly drafted regulation, or if common sense will prevail and a deferral will be issued and a new regulation drafted.

Immigration, Refugees and Citizenship  Mr. Speaker, the Liberals have repeatedly misled Canadians, saying that illegal border crossings are under control and that everything is fine. However, hundreds of millions of dollars later, we still have people crossing illegally into Canada. The minister in charge of border security has clarified that less than one per cent of these illegal border crossers have been removed.
