Business of Supply  Mr. Speaker, I would like to see healing lodges used in the manner for which they were designed to be used. They allow for reintegration of offenders who are nearing the completion of their term of incarceration, to have that transition back to community eased in, to allow them to integrate in a way that will allow them to be successful.

Business of Supply  Mr. Speaker, last week we saw a prime minister and cabinet that hid behind process like cowards and refused to address what I believe to be a miscarriage of justice. As I have said many times in this place, it is and should be the top priority of the House to put the protection of all Canadians ahead of any political gain.

Firearms Act  Mr. Speaker, I cannot speak to those cases directly because I am not aware of them. Were they individuals who had lawful authority to have a firearm? That is the question I would have in that case. Second, of course the issue of intimate partner violence is an issue in this country that needs to be taken seriously.

Firearms Act  Mr. Speaker, mental health concerns are huge in this country and are certainly impacted when access to firearms is in play. We need tighter scrutiny around that. We agree that we need changes. The comments that were made before, about our leader suggesting yesterday that we are going to be repealing Bill C-71 when we form government in 2019, are accurate.

Firearms Act  Mr. Speaker, I certainly defer to the wisdom and the experience of my colleague across the way on many aspects in our committee. We do not agree on all of them, but he does show his patience with me on many occasions. In response to his question, I am not familiar with the member he referred to or the bill exactly but my information comes from conversations directly with those in the Canadian firearms program, as well as the RCMP.

Firearms Act  Mr. Speaker, I thank my colleague for his hospitality when I was in Saskatoon. What is unique about each community and region of our country is that they have unique crime issues and specifics around gun and gang violence. In the town hall we had in Saskatoon, the message was very loud and clear from some very experienced and learned individuals on this legislation that they felt targeted.

Firearms Act  Mr. Speaker, I rise today to outline the many and significant failures that exist in Bill C-71. First, I would again like to bring up that the whole debate is about a bill that has questionable evidence attached to it, and we have yet to hear from the minister who is responsible for the RCMP after they were found in contempt of Parliament.

Firearms Act  Madam Speaker, I want to provide some context for the misinformation in the member's speech, as well as the rampant rhetoric from the other side. First, no evidence has ever been produced, and I have asked for it, on risks associated with the authority to transport, the ATTs. Not one case has ever been presented, and I have asked repeatedly for this information, showing that when law-abiding gun owners transport their firearms from a gun club to gun shop or to sporting competitions, or anywhere else, it has ever presented an issue.

Bob Porter  Mr. Speaker, I am honoured today to pay tribute to Mr. Bob Porter, who passed away last week in Medicine Hat. Mr. Porter was a rancher, a community leader, a family man, and a member of Parliament from 1984 to 1993. He never sought fame or headlines, but did not shy away from speaking truth to power or standing up for his constituents.

Firearms Act  Mr. Speaker, I was dreaming of this question. I thank the member for asking it. Typical for the Liberal Party, that quote was taken completely out of context. I was right beside the member for Red Deer—Lacombe. It is a quote. What is really interesting is that the Liberals can say whatever they want in clause 2 of this act, and then throughout the rest of the bill, they continue to act as if the bill is a registry.

Firearms Act  Mr. Speaker, I appreciated the hon. member's accuracy at committee as we were going through amendments. The reality is that currently, before Bill C-71 came along, criminal record checks and background checks for people applying for a licence did not go back five years. We heard from those who actually do these checks that they go back over the lifetime of the individual when they apply for a PAL.

Firearms Act  Mr. Speaker, let us summarize some of the key issues I have heard from Canadians all across the country, including the nearly 79,000 who have signed the e-petition, stating that they are opposed to Bill C-71. First, the proposed bill does nothing to tackle gun, gang or rural crime.

Firearms Act  Mr. Speaker, I want to thank the member for his involvement in filling in for us at committee on a number of occasions. He brought some great value to the work there. I wonder whether he could provide a commentary on some of the evidence that was heard from the experts who spoke to where Bill C-71 really fails Canadians.

Privilege  Mr. Speaker, I appreciate the comments of the Parliamentary Secretary to the Government House Leader. I appreciate the support from the government that this is a serious matter and that it be given to PROC to study and explore. I, on behalf of my colleagues on this side of the House, appreciate the support to have that done, because it is something we need to fix.

Privilege  Mr. Speaker, I appreciate my colleague's question. It was something I was going to raise during my commentary about how this can play out in other pieces of legislation. I thought of Bill C-76 as an example, and I failed to mention it. I thank my colleague for bringing it up. One of the things that certainly could happen in circumstances like that, when departments, in this case Elections Canada, start to make changes to election rules that have not yet passed through the House, is that it leaves the impression among Canadians and among members in the House that we do not serve a purpose and that there is no need for democracy.
