The Budget  Mr. Speaker, ideally, we must always balance our budgets. There are times when, in order to serve Canadians, we need to borrow a little money to invest in Canadians, to invest in our economy. What I find fascinating is how my hon. colleague wants to forget that the largest deficit in Canada's history was incurred by the previous government.

Foreign Affairs  Mr. Speaker, on behalf of the Minister of Foreign Affairs, and pursuant to Standing Order 32(2), I have the honour to table, in both official languages, the treaties entitled “Amendments to Appendices 1 and II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora”, adopted at Johannesburg from September 24 to October 5, 2016; “Amendments to Appendix III of the Convention on International Trade in Endangered Species of Wild Fauna and Flora”, notified on February 9, 2016, August 23, 2016, and October 5, 2016; “Convention between Canada and the Republic of Madagascar for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income”, done at Antananarivo on November 24, 2016; and “Protocol Amending the Agreement on Air Transport between Canada and the European Community and its Member States, to take Account of the Accession of the European Union of the Republic of Croatia”, done at Brussels on January 27, 2017.

Vimy Ridge  Mr. Speaker, Vimy Ridge was a defining moment in Canada's 150 year history. I would like to share a touching story about a constituent of mine in Mississauga Centre and his connection to Vimy. This April, Charles Geen will be travelling to France to attend the 100th anniversary ceremony at Vimy Ridge.

Foreign Affairs  Madam Speaker, I want to thank my hon. colleague for his question and his ongoing work on behalf of Neil Bantleman. It is our government's priority to see Neil Bantleman back home in Canada as a free man. Our government has reiterated that concern with the Indonesian government at the highest level.

Volunteerism  Madam Speaker, I rise today to recognize an outstanding Canadian. After the tragic Quebec mosque shooting, Mohamad Fakih offered to cover the costs of the funerals for all six victims, and repairs to the mosque. When asked why, he said, “That's what Islam taught me and that's what Canada taught me.”

Business of Supply  Mr. Speaker, I have known my hon. colleague for many years, and I know he is an honest and candid member of Parliament. I want to ask him this question. In October, he and his party voted along with the rest of the House of Commons to condemn all forms of Islamophobia. Could the member share with us now why the Conservatives are allergic to that word, when they voted for condemning it in October?

Business of Supply  Mr. Speaker, I thank the member for his contribution today, and I want to take this moment, probably one of the rarest moments that I will get to ask him a question. It is regrettable that only two weeks after the mosque attack the Conservatives are doing everything they can to avoid the word “Islamophobia”.

Foreign Affairs  Mr. Speaker, we are clearly concerned about the well-being of Mr. Malekpour. I had the opportunity to meet with his sister. I committed to her that our government was following his case with great concern. Obviously, members of the opposition know that the lack of diplomatic presence in Iran has posed challenges for us.

Human Rights  Mr. Speaker, last week Liberal Muslim and Jewish MPs got together to enjoy a Christmas dinner. We shared stories and gifts. We discussed our values and the so much we have in common. We talked about how there were those who wanted to label individuals based on their race, gender, sexual orientation, or beliefs.

Canada-Ukraine Free Trade Agreement Implementation Act  Mr. Speaker, the hon. member knows that the Standing Committee on Foreign Affairs and International Development is conducting a study for the sanctions framework, and it is looking at, among other things, the Magnitsky proposal. However, I have a question for the member. If the Magnitsky Act was so clear cut, when his party was in government, why did it not implement it?

Egypt  Mr. Speaker, yesterday, a horrendous act of terrorism struck worshippers in Cairo at Egypt's main Coptic Christian cathedral, killing 25 people and wounding dozens. St. Mark's Cathedral is the home of his holiness, Pope Tawadros II, and carries a special meaning to all Egyptians and Coptic Christians around the world.

Business of Supply  Mr. Speaker, I listened to that long speech and I could not help but smile. The hon. member was part of a government that really could not help any of these problems he is talking about. Not only that, he is misleading Canadians. He is saying that this current government has been silent.

Business of Supply  Mr. Speaker, I am not sure if the hon. member was expecting a dissertation for a short statement on the passing of the Cuban leader. We are not disputing the fact that he was a dictator. In fact, when the Prime Minister was there, he was a voice for human rights, for inclusion, for democracy, speaking directly to the Cuban people.

Business of Supply  Mr. Speaker, my colleague and I know that consistency has never been the hallmark of the Conservative Party. Let us be honest. Human rights are fundamental values of Canadians and this government. Wherever we are, whoever we meet with, we always promote human rights. I want to share this with my colleague.
