Public Safety  Mr. Speaker, Canadians are rightly concerned that the Prime Minister refuses to condemn the illegal violent protests against the Trans Mountain pipeline. Workers and families need these jobs. Communities need the investment and the benefits that they bring. What Canadians need is less rhetoric and more leadership in order to enforce the rule of law, to stop endangering the police, stop endangering the pipeline workers, and stop undermining Canada's economy.

Agriculture and Agri-Food  Mr. Speaker, Conservatives negotiated CETA and TPP because we know the importance of market access for our agricultural sector. Recently, CN and CP have fulfilled only 38% of the grain commitments. This growing rail backlog has led to lost sales and unreliable exports for our grain producers.

Indigenous Peoples and Canada's Justice System  Mr. Speaker, we are all aware in this House that visible minorities, including our indigenous peoples in this country, have experienced and continue to experience acts of hate and discrimination. We are all aware of that. Members would agree that acts of discrimination, whether in person or online, whether through denial of services or at businesses, must come to an end.

Poverty Reduction  Mr. Speaker, It is my privilege to highlight the vigorous leadership of the community of Medicine Hat on helping those in need. Thrive is a Medicine Hat and region strategy to end poverty and increase well-being by 2030. Together as a community we are building access to resources and services to assist those in need with such things as food and income security, transportation access, and housing.

Business of Supply  Madam Speaker, the minister indicated that this motion was creating a crisis where a crisis did not exist. I would challenge him to come to my riding and listen to the crisis that has been going on for a number of years because of not being able to get product to tidewater. It is a huge issue.

Foreign Investment  Mr. Speaker, the list of reasons to stop the communist China takeover of Aecon continues to grow. The state-controlled company has been connected to bribery, corruption, and collusion in many countries, and last month it was banned from Bangladesh. China continues to launch cyber-attacks against Canada, is a human rights violator, and now poses a threat to the security of our Internet banking and communications systems, to name a few.

National Impaired Driving Prevention Week  Mr. Speaker, I rise today to lend my support to the motion of my friend and colleague the member for Saint-Léonard—Saint-Michel to create a national impaired driving prevention week. A similar effort has been under way in Alberta, where December is recognized as Impaired Driving Month.

Foreign Investment  Mr. Speaker, communist China's proposed takeover of Aecon has raised serious concerns from security experts, the construction industry, and everyday Canadians. Aecon is a major player in Canada's critical infrastructure including telecommunications networks, nuclear power plants, and the energy sector.

Questions on the Order Paper  With regard to suspected or known terrorists coming or returning to Canada: (a) how many suspected or known terrorists have come or returned to Canada since November 4, 2015; (b) if exact numbers are not known for (a), what is the government’s best estimate; and (c) of the suspected or known terrorists referred to in (a) or (b), how many are currently under surveillance?

Public Safety  Mr. Speaker, many reports suggests there are up to 100,000 Canadians on the no-fly list. The Liberal government is silent on the actual number of innocent Canadians who are impacted by this. Canadians, including children, on the no fly-list face repeated travel hassles despite being cleared time and again by federal agencies.

Questions Passed as Orders for Returns  With regard to the commitment on page 78 of the Liberal Party election platform to conduct a tax expenditure review in order to find $3 billion in annual savings by 2019-20: (a) what is the current status of the review; (b) which expenditures is the government considering cancelling or reducing; (c) for each instance in (b), what are the details, including (i) expenditure under review, (ii) department responsible for this expenditure, (iii) whether the department is considering cancelling or reducing this expenditure, (iv) potential savings from cancellation or reduction; (d) when did the review commence; (e) when will the review conclude; and (f) how will the results of the review be made public?

Questions on the Order Paper  With regard to the commitment on page 12 of the Liberal Party election platform which states “our investment plan will return Canada to a balanced budget in 2019”: (a) does the government plan on keeping this promise and; (b) if the anser in (a) is negative, in what year will Canada return to a balanced budget?

Public Safety  Mr. Speaker, the Minister of Public Safety has said that returning ISIS terrorists are unlikely to ever be de-radicalized, and yet millions are being spent on these programs. How could anyone think that this is a good plan? The government knows that hundreds of ISIS terrorists are returning after committing their atrocities like nothing ever happened.

Expungement of Historically Unjust Convictions Act  Mr. Speaker, I would like to ask my hon. colleague if he could clarify section 23(1) of this act. It speaks to the schedule: Subject to the conditions referred to in subsection (2), the Governor in Council may, by order, add to the schedule any item or portion of an item. I do not exactly know the reference with which that might apply to this.

Business of Supply  Mr. Speaker, I would agree that on the surface, there is the appearance that the current process of reintegration and de-radicalization is naive. To suggest that a poem is going to help de-radicalize someone is definitely naive. Are people capable of being rehabilitated? Sure. Our system has proven that over and over again.
