National Security and Intelligence Committee of Parliamentarians Act  Mr. Speaker, in light of some of the reports we have heard on CBC over the past week, clearly, it seems appropriate to ask some questions. There were reports of incredible abuses committed against Canadian citizens who were literally sent to be tortured at the request of various Canadian agencies.

Statistics Act  The report went through some of the issues it could see potentially happening down the road. According to a CBC article in July 2016, Statistics Canada put $38 million toward Shared Services Canada “with the promise to upgrade IT infrastructure”. It was told that Statistics Canada would then have to cover the cost of migrating all information to new data centres.

Canada-Ukraine Free Trade Agreement Implementation Act  Yet on April 10, President Viktor Yanukovych’s government rejected terms set by the International Monetary Fund (IMF) for a $15 billion financial assistance package, choosing instead to continue financing the gap between its domestic production and its much higher consumption by borrowing dollars privately from abroad. So a week later, Kiev issued a ten-year, $1.25 billion eurobond, which cash-flush foreign investors gobbled up at a 7.5 percent yield. Everything seemed to be going swimmingly, until May 22, when the U.S. Federal Reserve’s then chair, Ben Bernanke, suggested that the Fed might, if the U.S. economy continued improving, soon begin to pare back, or “taper,” its monthly purchases of U.S.

Canadian Heritage committee  All of the round table consultations were facilitated either by me or by my parliamentary secretary, Randy Boissonnault. Several of my cabinet colleagues and fellow caucus members and MPs from all parties also took part in these important exchanges. We received more than 5,000 responses online, we held round table discussions in 22 cities, and we heard from more than 350 leaders and stakeholders.

Paris Agreement  With that in mind, I would like to move: That the motion be amended by deleting all the words after the words “April 22, 2016”, and substituting the following: “And that the House call upon the federal government, the provinces and the territories to develop a responsible plan to combat climate change that does not encroach on provincial or territorial jurisdiction or impose a tax increase on Canadians.

Budget Implementation Act, 2016, No. 2  Speaker, I am pleased to rise to speak to Bill C-29, A second Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures. I would like to use this opportunity to address a number of concerns about this legislation. In particular, I would like to discuss the implications of the new infrastructure bank for rural ridings like Essex, and for the Canadian economy as a whole.

Business of Supply  The Conservatives lowered corporate taxes by $40 billion at the same time that the banks made $22 billion in profits and their presidents paid themselves $11 million in bonuses. That is another example of money being stolen from Canadians and taxpayers. That is the work of the Conservatives.

Indigenous and Northern Affairs committee  Even when people stop and think about the word “mining”, the mind conjures up images of gold and silver, diamonds and riches, and exploration with cash as the reward. The word “tourism” makes people think about exploring. Not many people think about the monetary value of tourism, but they should. When you add up the revenue from airlines, hotels, car rental agencies, wilderness guiding operations, outfitters, museums, aurora-viewing businesses, plus a big percentage of restaurants, retail shops, and other more indirect sources, tourism stands out as a cash cow, one that if properly cared for will produce forever.

Victims Bill of Rights  If there is any group of people who should understand how quickly and viscerally violence can impact on our lives, it would be MPs who were exposed to what happened on October 22. In the real world, we were not actually all that much at threat, it turns out. However, the fact of not knowing, the stress of not knowing and the trauma that was produced among some here in this building on that day and among family members not knowing what would happen should be something that we can all use productively to extrapolate to what it is to actually be a family member, friend, loved one, neighbour or witness to a violent crime in the other real world outside of the House.

Business of Supply  There are nearly 20,000 private ATMs in Canada now. They are expensive to use, and an increasing number of businesses only accept cash as a method of payment. If customers do not have any cash, they have to make a withdrawal from the nearby ATM. Let me explain that it is unfortunately not just the retailers' fault if they do not accept payment by credit card.

Economic Action Plan 2013 Act No. 2  Again, if my Conservative colleagues do not believe in gratuitous attacks on the very people who serve both them as government and the Canadian public, then they must vote to oppose the bill. I am sure all members heard the interview that the Conservatives' colleague, the MP for Parry Sound—Muskoka and President of the Treasury Board gave on CBC Radio in Ottawa yesterday. It must have given every Conservative backbencher pause. The minister was being asked about sections of the bill that arbitrarily designate what “essential services” are.

National Lyme Disease Strategy Act  Last month, the newspaper in my community, the Victoria Times Colonist, reported that a Vancouver Island hawk became the first raptor to join the list of species believed to spread Lyme disease. Research scientist John Scott found a Cooper's hawk with 22 ticks on it, 4 of which were infected with the bacterium that causes Lyme disease. It is the first raptor or bird of prey known to host this bacterium. The Cooper's hawk was found on the doorstep of a house in Oak Bay, part of my constituency.

Privilege  Here, he invoked a Speaker's precedent from this House of Commons in 1875, in which the issue arose of whether an MP could take a seat and vote despite not having signed the roll and taken the MP's oath. The Speaker, in 1875, had called the House's attention to the issue and the House sent the matter to a House committee, after which the MP's vote was annulled.
