Violence Against Women  It is absolutely essential that we commit resources and have resources available for these services. Accessibility is a problem that many immigrant women have, either accessibility to English as a second language or to support services. The responsibility we as a society have for each and every person must be taken seriously by the House.

Town Hall Meetings  Over 90 per cent responded that they believe there should be mandatory AIDS testing of all immigrants to Canada. There was overwhelming support for the review of social programs and that they be focused on those who are truly in need. Over 90 per cent want section 745 removed from the Criminal Code to eliminate possible early parole for those convicted of first degree murder.

Canada Grain Act  Of course, if you want to be naive-I remember very well how the commissioners were appointed under the previous government. I have some friends who sat on the Immigration Commission, and I can assure you that the Conservative Government did not appoint any Liberals. These were well-paid jobs. You were paid to work not too hard for five or six years, depending on the appointment.

Gun Control  We believe in full reforms which are aimed at the total picture, not just one small aspect of the problem. This is true with our policies on immigration, deficit cutting, social policy reform, and other matters. I now turn to the area which poses the greatest concern to me, my colleagues and constituents and that is the registration of shotguns and rifles.

Gun Control  The government puts public relations and interest groups ahead of Parliament every time. It has done this on social policy. It has done it on immigration, on finance and gun control. Does this order of preference, media leaks first, interest groups second, Parliament third and provinces dead last, reflect the government's consultative priority?

Refugee Determination  We will be setting the agenda in refugee determination the way that we have set the agenda in immigration policy.

World Trade Organization Agreement Implementation Act  Mr. Speaker, I thank the leader of the New Democratic Party for keeping to the question that she had originally asked. It is refreshing. The government believes it is very doubtful that a private system offering health services as consumer goods for profit would benefit the health of Canadians.

Budgetary Policy  It is my duty, pursuant to Standing Order 38, to inform the House that the questions to be raised tonight at the time of adjournment are as follows: the hon. member for Bourassa-Immigration; the hon. member for Chicoutimi-Railway Transportation; the hon. member for Yukon-Health Care.

Budgetary Policy  I have personal knowledge of that from people I am dealing with who are trying to get past immigration into Canada because there are no jobs in Sweden any more. Sweden is worse off than we are. If as the hon. member suggests the deficit is not as great a problem as we Reformers suggest, I find it passing curious that the Liberals have accepted their half-hearted attempts at deficit reduction.

Mrs. Marie Malavoy  Malavoy probably forgot that Canada welcomed her and her parents to one of the best countries in the world, if not the best, where she enjoyed all the advantages of a generous country, even becoming a faculty dean, something which immigrants cannot aspire to in France. Furthermore, did she think about the thousands of Canadians who gave their lives to help liberate her native country? There is an old saying that gratitude is the highest form of justice.

Refugees  Mr. Speaker, my question is for the Minister of Citizenship and Immigration. The Hong Kong government has admitted that 142 Vietnamese refugees were injured in a forced repatriation operation at the end of September. There is also a proven risk to the safety of these refugees returning to Vietnam.

Refugees  Mr. Speaker, I thank the member for his question. The House should know that in 1989 with respect to the Indo-Chinese refugee crisis, the international community came together and signed a comprehensive plan of action to which Canada was a signatory and continues to be a member of the steering committee.

Immigration  Mr. Speaker, does the minister agree he made a serious mistake in the case of Mrs. Sabadin and why will he not admit there are overriding humanitarian grounds for immediately cancelling the deportation order?

Violence Against Women  Ms. Robinson is a self-supporting woman with strong family ties in Canada. Her request to immigration officials to continue processing her application under humanitarian and compassionate grounds has been denied. I am very concerned about the precedent set by this ruling. It sends a message that wife abuse is fair game for a sponsoring husband.
