Industry committee  You haven't gone through the process, but you're saying it takes more than 30 days.

Industry committee  Thank you very much. It is really interesting to have this type of a panel in front of us and I really appreciate it. We just went through a manufacturing study where one of the key issues was the protection of intellectual property. I don't think there is anyone around this table who would not want to make sure we protect intellectual property.

Industry committee  You've never gone through that 30-day process to get to the compulsory licence, to make application.

Industry committee  I think five companies were producing the product you were talking about. When I look at them—and I can show you this if you want that—Apotex has the highest pricing of the five. In terms of the generic medicines, is that still...even though there's a variation? I think you said you were still price-competitive.

Industry committee  Do they have drugs moving? Have they moved any drugs either?

Industry committee  Okay. We've mentioned several other countries besides Canada—China, India, the United States, the EU--that have medicine regimes similar to what we're experiencing. Are they experiencing the same challenges? Are they doing the same discussions as Canada is with the other countries?

Industry committee  How does CAMR compare with legislation in other countries? Is ours similar?

Industry committee  Thank you. I appreciate that you came out today. It was interesting, and obviously there are sincere concerns around the table. Basically I would phrase it by asking, why hasn't a drug moved yet? This is the question that shows up on the floor. We have a number of ministries sitting here.

Industry committee  We'll take that as sort of a group answer, perhaps because we don't have the time in my five minutes. When one of you was speaking French, you mentioned that you've been working with the groups in Africa. Mr. Armstrong, you also talked about it in terms of CIDA, and that's a bigger issue.

Industry committee  Those are the representatives who represent their countries. If they were to make the request to Canada, are you talking to the right departments?

Industry committee  So then why aren't they asking?

Industry committee  There was a motion—

Industry committee  I thought you were asking on the vote. I'm sorry.

Industry committee  I want to talk as well about the opportunity, and maybe the missed opportunity, with regard to what the committee could be doing. If we put forward the nine recommendations or compromises to the questions that came forward the other day, as the chairman has said, nine out of twelve would be very likely much appreciated and respected by the opposition.

Industry committee  And that's when we're under full regulation. What I'm wondering about is this. When you make these suggestions, who should make the equipment available? I think you talked about other jurisdictions having the equipment. Actually, you made some good comments about the impaired. I'm not too sure what the total definition of “impaired” is, but on this thing here, they're kind of difficult, regardless of what you do.
