I began with a reference to how angry people are. There have been days before I became Speaker when I used to urge that the Speaker be given this kind of discretion, but we have had the revisions to the standing orders since I became Speaker and no such provision was included in those revisions.

Privilege  On page 369 of Marleau and Montpetit there is a reference to an intervention by the Speaker on a time allocation related tactic used by the government. It describes how Speaker Fraser ruled on the government tactic of skipping over routine proceedings to go to orders of the day. As we are all aware this tactic, if allowed, would secure for the government the opportunity to move time allocation.

Supply  I draw to the attention of the member that if the Chair is rising, it is because he is seeking the floor, and traditionally the Chair does get the floor. I regret, but when members decide to split their time allocation, it also has the effect of reducing, cutting equally, the time for questions and comments. Instead of having 10 minutes we have 5 minutes. If the minister has something to say in response, I will entertain it.

How can the Prime Minister possibly say that he has any initiative or any intention to democratic reform or reforming this House of Parliament?

Action Plan for Democratic Reform  Would the Prime Minister follow through? Let us examine his past record. As minister of finance, he used time allocation 13 times on finance legislation. As minister of finance, he continually opposed reforms to political financing. The Prime Minister voted against establishing an independent ethics commissioner and he voted against giving committees the right to pre-review major appointments.
