Foreign Affairs committee  I have taken the initiative to make visits to see how the programs are doing. Among other places, I have been to Thailand, Myanmar and Zimbabwe, and I can confirm that everything is going well. That being said, we need your support in order to reaach our ambitious goal. For instance, I respectfully ask yo to consider some amendments to our legal framework in order to clarify the central powers in the field of fund-raising.

Subcommittee on International Human Rights committee  Chantal, you mentioned Iraq and Afghanistan. Some other countries that come to my mind are Sudan, Myanmar, and Iran--particularly Iran, as far as the gay-lesbian-bisexual-transgender community is concerned--where there is a huge need similar to the need we're talking about right now. Our capacity to absorb is one of the challenges we face.

Subcommittee on International Human Rights committee  The example I alluded to earlier is a good one. There was a religious minority group from Myanmar, or Burma, called the Karen refugees. They were a religious minority who had escaped over the border into Thailand and they were sitting in camps at that time. This was just a few years ago.

Foreign Affairs committee  You should add to that the fact that Canada has a meaningful program of resettlement of Karen refugees from Thailand, and an important, even if smaller, program of resettlement of Rohingya refugees from the northwest of Myanmar. Karen refugees and Rohingya refugees represent two of the most dramatic situations of human rights violation in Myanmar.

Subcommittee on International Human Rights committee  What I fear most, to be honest with you--and I've written about this--is that the Revolutionary Guards will take over in a fashion that will resemble the Myanmar or Pakistan version of a military clampdown. I think that holding power is so important to the Revolutionary Guards that if they feel they are losing control, they might do something like Musharraf in Pakistan or the junta in Myanmar.

Rights & Democracy  Canada is leading the way in terms of defending human rights, and we do that on a daily basis. We have done it in Myanmar and in Afghanistan. We are doing it all around the world. We are standing up for human rights in Iran. The young gentleman over on the other side should stand up with this government when we defend human rights around the world.

Afghanistan committee  As I have already explained it, I am currently Canada's Ambassador to Thailand, Cambodia, Laos and I am Canada's Ambassador designate to Myanmar (Burma). I arrived in Kabul in early August 2007 to establish the new position of deputy head of mission. I was later appointed ambassador, ultimately serving two years in Kabul. As Arif already explained, my arrival coincided with a significant transformation of the Canadian engagement in Afghanistan.

Canada-Colombia Free Trade Agreement Implementation Act  In fact, I note that the vice-chair of an expert committee of the Belgian Christian trade union federation said that in the nine years he has been vice-chair of that committee on the application of ILO rules and recommendations, the only countries he has seen that are comparable to Colombia in terms of ILO violations are Myanmar and Byelorussia. I am wondering if the hon. member would comment on the relationship between lack of respect for trade union rights and the extrajudicial killings of trade unionists in the country and trade deals.

Burma  CIDA will respond by setting aside $2 million to support international humanitarian organizations such as the UN, the International Red Cross and the World Food Program. We have just received word that the UN has negotiated access with the government of Myanmar. We call upon the government of Myanmar to allow access to other international humanitarian organizations and to allow for an effective aid operation.

Situation in Sri Lanka  There was a cyclone that devastated the whole country and the generals were not allowing international aid to go in. Canadian teams were stuck in Bangkok and while they were trying to get visas to get into Myanmar, they were told no. The international community, including this government, condemned that. Canadians of Burmese origin were saying R2P, responsibility to protect. Certainly, this was something that was moved in the United Nations and after a lot of pressure the generals opened their borders and teams were able to go in and help the innocent people who were devastated by the hurricane.

Foreign Affairs committee  I think it's important to note that recently the government--in fact it was the foreign affairs minister--announced economic sanctions against Burma, or Myanmar. I was going to speak to this later, but I think it's important to bring it up now. This is where it should be. In fact, the government confirms that through the Minister of Foreign Affairs, if I may, who just recently announced economic sanctions against Myanmar.
