Business of Supply  The opposition would want us to return to the decade of darkness and not provide the essential tools our men and women in uniform need to do their job. Our Conservative government has been clear. This will not happen. With the support of the Canadian public, we are equipping the military for the challenges of today and for those of the future. It invokes the Charter of Rights and Freedoms, a very important part of our Constitution. The constitutional guarantee under the Charter of Rights and Freedoms is very broad.

Let me be clear in outlining the circumstances that would lead to someone being detained when the person arrives in Canada. First, if officials suspect that someone is a criminal, has committed crimes against humanity, is a war criminal, or otherwise poses a threat to the safety and security of Canadians, that person will be detained.

Employment Insurance Act  What the member should have done was introduce an amendment to the bill to enable the woman to collect sickness benefits during her cancer treatment, then, once she recovers, to collect employment insurance benefits so that she can reintegrate into society because she is unable to work. It is abundantly clear that this bill is a badly disguised attempt to further restrict access to employment insurance for people who have paid into the system, and this at a time when fewer Canadians than ever before are eligible.

For clarification, it makes it clear in legislation that it's the last risk decision that provokes the bar on H and C. That could be either the RPD for DCO claimants or the Refugee Appeal Division for those claimants who have access to that level.

Human Resources committee  From 1988 to 2010, the number of post-graduate trainee positions in geriatric medicine—care of the elderly—was essentially constant at only 18 physicians, while the number of trainees in pediatric medicine—childhood illnesses—increased by 58%, in clear contradiction to the demographic trends. The last time the federal government prepared a needs-based projection of physician requirements in Canada was 1975. The second issue I wish to address is health infrastructure.

Justice committee  We believe that judges will interpret these provisions as they have done in the past. Even in cases where the provisions were not as clear as they might have been, the judges have managed to ensure that the act was clear enough. We believe that, generally speaking, with these amendments, this is positive. We do not have the same concerns, although we understand them.

Foreign Investment  Speaker, the government has made piecemeal promises about future changes to foreign investment rules, but 18 months after its potash fiasco, there is still no clear definition of “net benefit” or “national interest” or “strategic asset”. Specifically, in the foreign bid by Glencore to take over Viterra, Canada's biggest grain company, do troubling public allegations against Glencore of past labour abuses, environmental degradation and even criminal matters get investigated in the assessment of net benefit, and how will any promise of a substantive head office in Regina actually get enforced?
