Supply  I agree that a ten-year-old child knows the difference between good and evil, but does the hon. member truly believe that a ten-year-old understands the nature of what is evil? Does he think that a child of that age is already corrupted and bad to the point of purposely doing something wrong and drawing from it a gratuitous satisfaction related to the fact that he is copying adults? Who does the member represent? Does he speak on behalf of these paranoiac groups who have nothing better to do than throw the population into a panic?

Killer Cards  It is particularly troubling and indeed perverse to think that someone is profiting from the depiction of such horrific murders which serve to deviously corrupt our young people and attack our basic values of respect for life. I applaud the Minister of Justice for introducing draft legislation banning the sale of such cards and games. He is leading the way to a more decent and respectful society.

It is because the average individual cannot possibly run for Congress without substantial financial support from corporations and special interest groups. I asked why they needed all that money.

I rather look at those poor Liberal or Conservative members as victims. They are the victims of a legislative tradition that allowed the institutionalization of a patronage system in which only the rich can be heard.

Pearson International Airport Agreements Act  They need to focus on the public interest rather than on the political interest or the line of friendship that I talked about earlier. Even when they try to address political corruption they are no longer able to act without making sure that their friends are being taken care of, or at least that impression may be given. Section 9 is claiming no compensation is owed but it is already mitigated and contradicted by section 10 which says that the minister, if he feels so inclined, may give any compensation he feels fit to give.

Seldom if ever did the department of Indian affairs look into these complaints. Pearson International Airport Agreements Act  The Pearson airport privatization proves that things have not really changed since Confederation, except that interest groups have gained more and more influence on the decision-making process in the Canadian government. Today, our society is organised around a corruption system perfectly institutionalized. The voice of the people is getting weaker in the hallways of the Parliament of Canada, and Bill C-22 does nothing to prove it is not so. On the contrary, it makes the system even more susceptible to manipulation by interest groups.

Pearson International Airport Agreements Act  Again, privatization is to be encouraged but when that privatization breaks down due to mismanagement and corruption, as it did in this case, then the reversal of that privatization must be undertaken with the greatest of care, even if it takes a bit of time. That is not what happened here. This government wants to ram Bill C-22 down the collective throats of this House.

According to the embassy it is saying the company from Holland feels it has a claim. Again I get to the diplomacy. I am not saying that position is right.

Controlled Drugs And Substances Act  I cannot believe the Reform Party whip tells them how to vote because they told us during the campaign that was corrupt and bad. They must all be struck by some stardust in that each and every one of them every time a bill comes in finds it bad and they all vote the same way. National Security  There must be an ongoing tension for an efficacious result as the blank check of power is very corrupting to those within the system. As a final suggestion, it is often the lowest level operatives in the system who actually deliver the service, the ones who actually do the work that are the best source for renewal, new and better accountability and a help for a mission statement.

How many contacts from the public has he received critical and supportive of the immigration levels since he has announced them?

Canadian Foreign Policy  Developing nations economies are either stagnant or have regressed dramatically over the past 20 years. Corrupt leaders have throttled and pillaged their economies for their own ends, pocketing foreign aid for themselves. Foreign governments in many cases have given aid for prestigious megaprojects that have often wound up being megaflops instead of concentrating on small scale rural projects.
