Constitution Act, 2010 (Senate term limits)  That committee ignored the aforementioned scholars and did not come to any definitive conclusion regarding the bill's constitutionality. Let us be clear. The committee did not conclude that the bill was unconstitutional. It simply said it was not sure. To resolve the question the committee proposed to have the Supreme Court of Canada decide the matter.

Public Safety committee  So given that you don't have pictures of everyone, it would be impossible to look at a picture and use that in every case as another identifier. I just wanted to help make sure we cleared that up. There is one case that you suggested is before the courts at this time.

Public Safety committee  I do hope that his constituents, through his assistance, find an answer to that. I think there have been some suggestions, but it seems clear to me that our list does not contain the names of children.

Public Safety committee  So I am confident that the eight-year-old was not prevented from boarding a Canadian flight because of our list. I just want to make that clear. I'm convinced, given what you've said, that this is in fact the case. Also, Air Canada, for example—

Finance committee  It can be done either after the plan terminates or while the plan is ongoing. They can go two different ways. One way is to show that they have a clear entitlement to the surplus under the terms of the plan and based on the historical versions of the plan, and the other way is to go through a process where they have a proposal that two-thirds of members and two-thirds of retirees and other beneficiaries agree to the proposal.

Public Safety committee  I wasn't clear. It's a sit-down with the minister. Is that correct?

Public Safety committee  If a clear record has been established that results in people being on this list, one would assume that photographs of these individuals would be available. Why wouldn't those be made available on the list for verification at ticket counters if a name pops up?

Constitution Act, 2010 (Senate term limits)  Term limits for second chambers in other jurisdictions are, on average, 5.2 years, which is well below the 15 years proposed by the legal and constitutional affairs committee. Let us be clear. By proposing a 15 year term limit in committee, Liberal senators killed the term limits bill on a party line vote. Furthermore, we should compare the 15 year term limit proposed by the committee with the actual tenure of senators.

Indigenous and Northern Affairs committee  We're not talking about the same kind of service that people currently have through the Aboriginal Healing Foundation. That's clear. There will be more steps involved. There will be more back and forth; it just isn't going to be the same kind of service. With the evaluation that was done, it seemed that the program was highly regarded.

Indigenous and Northern Affairs committee  I understand the legal negotiations and the residential schools settlement, but I still am not clear why we would sunset a program that was working.

Constitution Act, 2010 (Senate term limits)  It is a body that should be exposed for its uselessness to the Canadian public. In provinces right across the country where they had senates, it is quite clear to them. Probably they have better money managers than we do. They were closer to the people and they said, “Look, we cannot afford to have these things. These things are not working.

Public Safety committee  As a result of Canada's intervention, the U.S. government made a determination that they were willing to give us the domestic exemption—so as you've mentioned, flights between two points within Canada. But at this point, they've been clear that they're not contemplating an exemption for the overflight provisions.

Indigenous and Northern Affairs committee  When I look at the mandate of the Health Canada program, it appears very much individually driven. Based on that, it seems that they have two separate focuses. I'm not clear on how you think the Health Canada program is going to replace that community-based initiative. It's not evident to me in the presentation you made, nor in the Health Canada information.

Public Safety committee  I'm not going to read the whole resolution, but there are some very revealing parts that I wanted to highlight. It states, among other things: The Aeronautics Act does not provide a clear or adequate legislative framework to support the Passenger Protect Program.... Transport Canada has not provided assurances that the Specified Persons List will not be shared with foreign governments or their agents...; The program involves the collection, use, and disclosure of excessive as well as sensitive personal information of travellers....

International Trade committee  We focus ourselves on independent and highly respected human rights organizations and on those working with the most marginalized in Colombia. From these sources, the picture is pretty clear. There are improvements in the area of kidnappings, and there's an increased feeling of personal security in major urban centres in Colombia. But there are continued and unacceptably high levels of violence and violations, importantly violence in which the Colombian state is deeply implicated.
