Indigenous and Northern Affairs committee Rickford rightly pointed out that it's not this government's initiative that there's no funding for libraries. I want to make it really clear. Actually, I was in a school recently where the department provided the funding to build the structure, but they actually had to rely on charity to fill the room with books. They used the Bartleman initiative in Ontario to fill that room with books.

Environment committee Are you aware of any cases that are so clear-cut that in your opinion the safety net provisions should have been invoked?

Environment committee And it was pretty clear that something needed to be done scientifically?

Public Safety committee Let me be clear. I never said there was a reluctance to hire them. I understand that the human resources folks at Correctional Service of Canada are working double-time to recruit and retain those people.

Environment committee Again, under all of this, science for some species is going to be difficult, and there are other instances where there might be science. Any time the safety net would be invoked, it would be because there is a clear case that the species' numbers are very low and it might face imminent extirpation, or because the habitat is not being effectively protected.

Human Resources committee I'm not clear on how this would be a voucher. I think of a voucher as something—

Environment committee As a committee, we feel strongly that these are areas where the consensus is quite clear and where we believe you need, as a committee, to spend your time looking at. On those “strongly emphasize” comments, when Ms. Duncan asked where you should spend your time, it's in those areas.

Environment committee Do you have recommendations on how to properly consult and get that needed consultation, that input from the government to meet these timelines? Yes, I've heard loud and clear--we all have--about your recommendations and making sure that it's properly resourced, but how do we get that balance on proper consultation too and those timelines?

Finance committee Do you think there should be a regulatory framework put around Visa or MasterCard or any entrant into the debit card market to require that they would clear and settle through the Canadian Payments Association? Would you give me your perspective on that?

Finance committee The first is with respect to processing the payments. At the Canadian Payments Association, all of the clearing and settlement is done within the borders of Canada. Even our backup contingency, and our second backup, and our third backup remain within the borders of this country. If for any reason they all failed at one time and we had to go to a fourth level of backup, it could conceivably be routed through the United States, because that's really where the only other system is.

Finance committee Based on that interesting information, would you think that we should consider regulations for Visa and MasterCard to debit and clear in Canada should they enter the field of debit?

Indigenous and Northern Affairs committee I have a very brief comment, and I'll be very blunt. I think the intent is very clear here. It's to get the Indians out of the reserve and under the provincial system, in housing as well as in education. That's why the B.C. model is cited as a model across the nation. I think sometimes we tend to be too quick at painting everybody with the same brush.
