First Nations Land Management Act  Mr. Speaker, I welcome the hon. member's comments. I served on the yes committee in my riding for the Charlottetown accord. I agree that probably for the first time Indian rights, self-government and so on were included in a constitutional type of document. I think there was an error made in that document, despite my support of it, and in my riding it passed by a narrow margin.

Petitions  Mr. Speaker, I rise today to present two separate petitions. The first petition is signed by 675 individuals who call on Parliament to halt native land claim negotiations in British Columbia and turn Indian reserves over to the bands, fee simple, and that the land and the natives fall under the same laws as the rest of Canada.

P. Humphrey, in writing it. But a recent article by jurist William Schabas reminds us that Canada very nearly abstained from voting in favour of the Universal Declaration of Human Rights on December 10, 1948.

Act To Revoke The Conviction Of Louis David Riel  In May of that year, in a move to outwit his political enemies, he was transferred to the asylum at Beauport, now Robert Giffard, which he left a year and a half later on the undertaking that he would lead a quiet life. In July 1884, at the request of Metis, anglophones and Indians in Saskatchewan, Riel, who was then living in Montana, returned to Canada, to Batoche in Saskatchewan, to defend his people. On December 16, 1884, the organization representing the Metis and anglophones sent the Canadian government a long petition with 25 clauses, mostly about land claims, which outlined Metis and Indian grievances.

This is happening because DIAND has abdicated its responsibility with its policy of devolving authority to band control. In this case the Indian timber regulations are the legislation that control the forestry activity.

Pictou Landing Indian Agreement Act  Madam Speaker, the hon. member seems to have a lot of knowledge about this agreement. My questions relate to the situation at the reserve and adjacent to Boat Harbour itself. Are the conditions such that the member would anticipate a significant number of members from the reserve would actually choose to relocate?

It was received as follows: Blaine Fable: "Earth calling Preston"; Blaine Fable: "Silly and bizarre"; Erasmus: "It's like reading something from the 1920s"; and John Edward: "This is pretty much a bunch of cheap shots from the Reform Party".
