Canadian Potato Marketing Act  It proposes a marketing commission for Canadian potatoes in order to permit producers to market through a single desk selling agency for the pricing, marketing and grading of potatoes. This process has been ongoing in Canada for more than 20 years. It has reached near fruition several times but has always been successfully blocked by the potato trade. I believe this process would avoid that. In fact it would permit producers to use single desk marketing.

These young Canadians are from my riding. They are giving of their time and energies to promote Habitat for Humanity. Canadian Environmental Assessment Act  Another example would be Easter Island where thriving civilizations cut trees to build homes and move great stone statues. Soon there were no trees left. The homes are no longer, the statues are stationary, and the once thriving civilization is all but gone. Balancing the wants of people with the capabilities of the environment is a challenge which all communities must face.

Canadian Environmental Assessment Act  The federal bulldozer starts rolling before discussions with the provinces are completed. That is precisely the attitude provinces reject and the public no longer accepts. Unfortunately, ever since they came to office the Liberals have done nothing but centralize and encroach upon provincial jurisdiction. The Liberals still believe in a Canada that is the same from one end to the other, wrapped in the same red tapestry made from a book of the same colour on which the members opposite have fed abundantly during the last electoral campaign.

They have been added on and on until we suddenly reached the point with a slightly higher degree of sophistication of taking a look and saying that prices were so high on this particular commodity we had dampened enthusiasm, particularly of young people, for the product.

Goods And Services Tax  Speaker, I listened carefully to the Prime Minister's answer and he suggests that his government might dissociate itself from the conclusions reached by the members of the Liberal Party on the committee. I will point out that the only members on that committee who proposed maintaining the GST, hiding it and extending it to other sectors such as medicine, for example, are Liberals.

Excise Tax Act  Mr. Speaker, Bill C-32 has now reached third reading. As my colleagues have already mentioned, we are not in any hurry to see this bill passed. At first glance, this bill seems to have been prepared in order to allow the federal government to fight tobacco smuggling and do what Quebec did a long time ago: reimburse merchants with inventories of over 5,000 cartons of cigarettes when the reduction of taxes was passed by the federal government and certain provincial governments.

Canada-United States Interparliamentary Group  As a point of fact, one of the main issues discussed-the minister of fisheries reported on it yesterday-was the lamprey infestation in the Great Lakes. We all know that the lamprey situation is reaching epidemic proportions. It is as a direct result of these meetings held in the month of May that the increased funding for lamprey control in the United States and Canada has been increased.
