House debate  When the member goes into his caucus this Wednesday, I ask him to stand up to the Prime Minister and say, “Prime Minister, Morneau Shepell's chief actuary has told us that this bill will lead to job losses while only targeting a small percentage of people, fewer than 5% of middle class Canadians decades from now.” If that is what we are trying to do, at the risk of potentially losing 10,000-plus jobs, why would we be doing this in the middle of a jobs crisis? It is time for the member to stand up in caucus and ask the Prime Minister to stop waging a war on job creation.

House debate  That is how the current Liberal government and past Conservative governments have dealt with the issue of poverty. The CPP deals more with middle-class Canadians, the broad swath, the centre, economically and socially, of our society, and their cost of living. The question we are really debating here today is how we can make things more affordable for Canadians now and in the future.

Finance committee  Our objective is really to establish a system that works and will provide more money for middle-class Canadians. In this way, their children will have a better future. I think this program will be very important, and that it will allow more families to work in our economy and improve their situation in the future.

House debate  As members know, a strong Canada pension plan was a core element of our government's bold plan to put people first and to help the middle class, because we understand that a strong economy starts with a strong middle class. That is precisely what we are doing by enhancing the Canada pension plan. Middle-class Canadians in my riding are working harder than ever, and many are worried that they will not have set enough money aside for their retirement. The Department of Finance has examined whether families nearing retirement are adequately prepared for retirement.

International Trade  The bottom line is that we want to help Canadian companies enter the Indian market to create good-quality, middle-class Canadian jobs.

Canada Pension Plan  How would they support themselves in their retirement? This is a real and growing concern for middle-class Canadians. As I said, the cost of living in Canada is rising. The cost of food is increasing, particularly healthy foods. The cost of leasing an apartment is increasing. Transportation costs continue to go up.

Income Tax Act  This weakening undermines the government's expressed intent to ensure that all Canadians pay their fair share of taxes, which ensures that middle-class Canadians have access to the government services that they truly deserve. It is also important for us to recognize that this bill would send conflicting policy messages, given that we tightened one of the anti-avoidance rules that Bill C-274 proposes to relax, through the first budget implementation act.

Natural Resources  Energy east is stalled, northern gateway is in limbo, and the Trans Mountain expansion is delayed. Hard-working middle-class Canadians are tired of the delays, tired of the Liberal red tape, and tired of the silence from the minister. When will the minister speak up for the plight of these unemployed workers and when will he do something to help them get back to work?

Ethics  Speaker, what we know is that this government is working for Canadians. This government has lowered taxes on middle-class Canadians. This government has given more money to families with children that need it the most through the tax-free Canada child benefit. This government will continue to work with Canadians.

Canada Revenue Agency  We have reorganized our operations to ensure that we provide outstanding service and well-paid jobs for the middle class. Canadians are using online services in ever greater numbers, and we understand that the Canada Revenue Agency must modernize how it meets their needs. Our government is committed to ensuring that Canadians across the country have access to the best possible services when they contact the Canada Revenue Agency.

Finance  That is why we have made historic investments in infrastructure, $180 billion, which will create jobs across the country and position our companies to be more productive, more competitive, and more export oriented. We have a plan that is investing in middle-class Canadians by providing tax relief to them. The party opposite has not supported our efforts to help the middle class and help grow the economy, and that is very unfortunate.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  In this historic agreement with Europe, we are driving more growth to the Canadian economy. We will be creating more jobs for middle-class Canadians and those working hard to join the middle class. I absolutely agree with the member opposite that it is through economic growth that we are able to support and sustain our open society.

Canada Pension Plan  Mr. Speaker, we have all heard the stories that middle-class Canadians are trying to work harder than ever, but they are worried that they will not have enough to put away for this month's bills much less their retirement. Our whole economy, in fact, over the last 15 to 20 years, has been based on consumer spending, and we have run up the credit cards.

Canada Pension Plan  It is important for us to respond so that the CPP will not simply drift into irrelevance over time. Middle-class Canadians, as we know, are working harder than ever, and many are worried that they will not have set aside enough money for their retirement. Young Canadians in particular are facing the unique challenge of securing adequate retirement savings at a time when fewer can expect to work in jobs that historically would have paid pensions over time.

Canada Pension Plan  Therefore, it is a pleasure to speak to the enhancements to the CPP found in Bill C-26. Today, middle-class Canadians are working harder than ever, but many are worried they will not have enough money for their retirement. Each year fewer and fewer Canadians have private pension plans to fall back on.
