I had the privilege of meeting with many stakeholders regarding remuneration and fair dealings. One of the things that I was shocked about was that CBC is one of the biggest abusers of copyright and remuneration.

I know for myself, I have Netflix because it's easy access and everything else. My grandson is 10 years old and he's YouTube all the way.

It would come on once a week and I marked it on my calendar. I didn't have a calendar, I just remembered it. Back then we didn't have calendars—not digital ones, anyway.

Even if we redo the Copyright Act to give it more teeth, who's responsible for the cost? Not only the cost, but when it's outside of Canadian jurisdiction, how is it enforceable?

What is the mechanism? Why is there such a large drop from 20 years ago to today? Mr. Tamm, can you add to that?

Canadian Heritage committee  Thank you very much, witnesses, for coming out here today. I had an opportunity to talk to a lot of indigenous people in my riding, and I heard about costs. They're anywhere from $400 million upwards, and this bill primarily deals with federal employees. I heard a comment from an elder.

I had many conversations in my riding with first nations and indigenous people, and the idea of a national holiday is a good thing, but there is another set of thoughts, which is “Why should people get a paid day off on our back?”
