This must be very clear, and if we have to repeat it, we will constantly repeat it, being understood of course that our primary objective is Quebec's sovereignty. It is becoming increasingly clear to Canadians that the government does not have any coherent strategy for the creation of sustainable jobs. Electoral Boundaries Readjustment Suspension Act  This sounds laudable, but surely the most fundamental question that has been side-stepped or perhaps almost ignored is the number of members of Parliament. There is probably a fairly clear indication that the people of Canada do not want these Chambers just to continue to mushroom census after census until we get-I do not know what the limit would be-hundreds and hundreds of members of Parliament.

Electoral Boundaries Readjustment Suspension Act  He said he did not hear of any objection among voters to proposed redistribution. I would inform him that the riding of Halton-Peel has received objection loud and clear to the way the proposed lines are drawn. The chamber of commerce of one of the major municipalities in the riding has expressed objection. Even a returning officer has expressed an objection to the way these lines are presently proposed.

Applications For Benefits  I understand details are going to have be worked out and there will have to be some limitations and so on so as not to create the extreme kind of circumstances that my friend in the Reform Party has brought forward. Certainly the intent of this motion is clear and laudable and I am delighted to endorse it.

Applications For Benefits  There again, we need a time limit, even for those people, because otherwise the Minister of Finance will have great difficulty in financial planning. If there were clear guidelines, it would be possible to plan, just as we plan for contingencies or set aside some financial reserves. We could do it with some programs, but as far as I am concerned, it must apply only to transfers to individuals.

Party Fundraising  There are existing controls on contributions and spending with respect to federal elections. Probably the greatest one is the very clear and explicit directions to members of Parliament and candidates on (a) how much they can spend, (b) how they can spend it, (c) the maximum limit that they can use to the cent and (d) how that has to be accounted for.

After that, we will see if any members on our side used terms that were unacceptable. We will have to look at them in context. This proposal will go ahead provided it clears the public hearings process and the environmental assessment review. Indeed, he has answered questions on the matter, in the House, on several occasions. The hon. member said, as did his colleague, that the Minister of Finance did not have the right to act in certain areas or to set policy because he was formerly in business.

Borrowing Authority Act, 1994-95  Is this government prepared to identify and reduce tax, administrative, social, economic and other barriers to small business starting up and remaining in operation? This is a clear, precise message from over 75 per cent of business leaders in this country. Unemployment insurance reform, to be initiated in the near future, parliamentary committee on alternatives to the GST and a task force on the economic situation, which will take a timid look at what could be done to facilitate access to conventional financing and explore new funding sources at the local and community level.

Borrowing Authority Act, 1994-95  Our financial requirements are lower: $30.2 billion in 1994-95 and $22.7 billion in 1995-96. Let me be very clear. No future action is required for us to meet our three-year deficit target. This will happen as a direct result of the actions contained in the 1994 budget in and of themselves. To achieve this we have proposed the most substantial saving reductions by a government in the last 10 years.
