Correctional Service Of Canada  CSC's policy states that searches should be conducted by members of the same sex, except in cases of institutional emergency. It is now clear that the female prisoners behaved in a passive manner and offered no physical resistance. This is a complete contradiction to the official version of events offered by the CSC which is nothing more than a one-sided whitewash of the incidents that occurred.

Supply  Given our time constraints, I would refer him quickly to the ten recommendations by the Bloc Quebecois which he may read himself instead of my listing them now. I think it is clear that if we want everyone to put his shoulder to the wheel, and that is what these recommendations are based on, people must share the same concept of fairness. In our recommendations, clearly, we denounced tax situations which are totally unacceptable.

Supply  This must be pointed out, even though it is not at the forefront any more, now that inflation has been curbed for a little while, but this inability to co-operate, to work in co-operation in this country is still a problem. Think back to the 1980s when the Economic Council of Canada and other agencies made it clear economic co-operation was urgently needed in order to curb inflation. As some of you may remember, at the beginning of his mandate, Brian Mulroney organized a great Canadian forum to initiate a consultation process, which was a failure, but achieved his inflation-fighting goals by using the stick approach.

Supply  I attended a conference in Toronto in November entitled "Hitting the Wall" at which the warning came from a wide range of speakers from various backgrounds who had been involved in governments which had gone through economic collapse and had been part of government and opposition parties who were involved in the clean up after the economic collapse. Their warning was very clear. It was that the scenario we are living right now is so similar to what they lived through in their countries that Canada should heed the warning. The warning came at this conference from a Japanese bond buying agency that said that already Canada is paying unnecessarily high risk premiums on money that it borrows from outside the country.

Supply  Redistribution is not one of the Reform Party's priorities, so it is not mentioned. It is clear and quite plain that we will never get involved in a program like that. There are other ways of going about things. All it takes is a bit of imagination and to stop repeating the theories of right-wing economists.

In conclusion, the people of Canada are sending a clear message to cut the deficit to zero in three years and not to raise taxes. Young Offenders Act  Third, it failed to use the definition of social group properly, as outlined by the Supreme Court of Canada. Given all this, it is clear that the Immigration and Refugee Board has failed those legitimately seeking protection in Canada from well founded persecution. It has failed Canadian society by allowing in those who clearly should not be admitted into this country.

However, during the debate, the Bloc Quebecois and the Reform Party made their positions clear. Young Offenders Act  I would like the member to tell me whether Bill C-37 reflects the opinion of the Quebecers who spoke before the justice committee. Their message to summarize it in very clear terms, was "do not touch the Young Offenders Act". The act is only good if each province enforces it and, to the best of our knowledge, Quebec enforces it the most. The provinces that say the Young Offenders Act is no good are those that do not enforce it.
