Mr. Davies, given all the work we have accomplished today, given the fact that we met with these people and the people from the RCMP, the Department of Transportation and Public Safety, I believe we must send a brief report to the House, as we intend to do with regard to the issue concerning female inmates. I think this is fundamental. This issue shows there are major weaknesses and breaches with regard to Canada's sovereignty and human rights. It is essential that we write a report on the matter.

I note that on the notice of meeting this was a briefing. And this was, again, pre-determined in our scheduling process as we came back into session. Certainly this briefing today was very significant, but I don't think we'd be doing anyone any favours by making a report based on the little amount of time we have had to consider it and to listen to other people who would like to weigh in on it. Just to take what we have, a valuable but small amount of information, and write a report, to me, is not doing anybody any justice. This was a briefing, not a study.

Mr. McColeman, it may be a valid point of debate that may cause the committee to vote against the motion, but I don't think it goes to the validity of whether the motion can be made or not. So I'm going to rule that the motion is in order and encourage the members to bring those points to debate when it's appropriately moved.
