Thank you, Mr. Chair.
I would like to welcome all the witnesses and thank them for the valuable contribution they're making by participating in this committee.
My questions will be for Mr. St‑Hilaire, the constitutional expert.
I assume you haven't seen this, because it has just been published, but the Barreau du Québec has just submitted a brief. I would like to bring up two excerpts from it, and I would like to hear your reaction, if you're okay with that.
I will start with one excerpt to the following effect:
The Barreau du Québec's main concern with the bill is not so much the ad hoc fast-tracking of certain projects and more the perpetuation of exceptional mechanisms to exempt those projects from legal regimes specifically designed to ensure the legitimacy, transparency and legality of government action.
Further on, the document makes another statement to the following effect:
The Barreau du Québec believes that, if the environmental assessment processes or the mechanisms for consulting indigenous communities do indeed have shortcomings that cause delays or leave blind spots, the appropriate response is to reform the regimes themselves rather than create alternative workarounds.
I'd like to hear your reaction.
