Basically yes, and on to page 24. Section 29 is currently nullified. That section would “cease to apply to a designated project if the impact assessment of the project is referred by the Minister to a review panel.” The Canadian Environmental Law Association's advice is to leave section 29 in. You still have the opportunity to consider a delegation.
