As a follow-up question, we just finished a study on women, peace, and security. A theme that came up time and time again from a number of speakers was the importance of accessing local, grassroots experience and knowledge within the countries and the sense that we were hit-and-miss in achieving that. Do you have any suggestions, as we review the process, for incorporating local actors into our bilateral assistance; for the way we can build it in and achieve a greater degree of success in doing this?
