But from a Canadian perspective, there was no way to anticipate that conflict unless you had tremendous spies. Countries don't make it public and announce their intention to go to war at some point in the future. But to your point, after the fact for that specific case, the public information did provide the details as to why those 25 permits should be cancelled. So you're right.
