Tragically, when the United States abandoned the Democrats during the Obama thaw and went from democracy promotion to economic engagement with what they would term “los emprendedores”, the rest of the world followed. The Europeans disengaged the human rights component from their PDCA with Cuba, and apparently—I just heard about this recently—Canada did as well. They were following the lead of Washington. It was tragic.
