The Cuban government is a failure in practically everything except in two areas: first, its capacity to repress, through its secret police and espionage, not only in Cuba but outside of Cuba and western nations; and second, its propaganda. Those propaganda channels are very effective in portraying the Cuban regime as a victim. Obviously, having those channels here in Canada is something that benefits their efforts to shape public opinion.
