Absolutely. We have seen it in the past when, from 1996 to approximately 2016, the European Union, with its common agreement, had a much more robust human rights-focused policy.
Unfortunately, when the U.S. did its thaw with Havana, that policy was shifted to one focused more on dealing with economic development, but not with a human rights focus. I think that was harmful for the pro-democracy movement on the island and also encouraged the dictatorship to be more repressive since then.
