I think the international responsibility to protect human rights cannot be set aside under the pretext of the U.S. sanctions or the relationship between the United States and Cuba. There's an international responsibility, and Canada should feel part of that responsibility.
There is also a responsibility on the part of the Cuban regime when it comes to finding solutions to the Cuban people's problems, including in the context of its relationship with the United States government. There are people in other regions, such as Taiwan, who are under an incredible threat, and they still ensure a certain standard of living for the people.
Really, it is quite an anomaly to take the view that everything is due to a relationship with a major power.
