It's clear that there's a difference between a strategic partnership and a comprehensive strategic partnership. I hope that the meeting goes smoothly and is cordial on both sides, but it is important for Canada—perhaps outside of the meeting and after the meeting—to make it clear to the Canadian public that we want to have a peaceful and continuing relationship with the People's Republic of China but are aware of ongoing problems, including its aggression towards neighbouring states and human rights issues. These are things we can't bring up, realistically, with the foreign minister, but they do need to be communicated to the Canadian public.
