Consistent with Canada's Indo-Pacific strategy, which explicitly calls out China as a disruptive global actor, and with CSIS's assessments of PRC influence operations, what concrete whole-of-government plan is Global Affairs Canada implementing to counter this non-transparent economic statecraft?
